1、New achievements have been made in the construction of green manufacturing system
A total of 102 municipal green factories, 3 green parks, 12 green supply chain management enterprises and 7 green design products were released. Four national green design demonstration enterprises of industrial products were awarded. 29 zero-carbon creation benchmark enterprises and zero-carbon creation enterprises (parks) were released, including 17 zero-carbon factories, 2 zero-carbon data centers, 3 zero-carbon creation factories, 6 zero-carbon creation parks and 1 zero-carbon basic park, setting a zero-carbon creation benchmark. Issued the group standard of "Planning and Evaluation of Implementation Path of Zero Carbon Industrial Park", and further improved the "Zero Carbon" series standard system.
2、 Earnestly implemented the "100-1" Action Plan
Assessed the completion of energy-saving targets of 16 districts, 23 industrial holding groups, 4 communication holding companies and more than 500 key energy-using units in 2022, and promoted the transformation of industrial energy-saving from local single to full-process system energy-saving. Built an "axis-to-point network" system for energy conservation monitoring, focused on monitoring green benchmarking units, and carried out normalized energy efficiency monitoring for more than 500 key energy-using units and 90 key data centers. 1,200 energy-saving and carbon-reducing transformation measures have been implemented, which can save 800,000 tons of standard coal.
3、Implemented carbon management pilot in industrial communication industry
Promoted the transformation from "double control" of energy consumption to "double control" of carbon emission intensity and total amount in the industrial communication industry in Shanghai. In 2023, a total of 65 pilot lists of carbon management in industrial communication industry in two batches were released, covering six fields such as product carbon footprint evaluation and carbon labeling, digital carbon management platform, carbon management system, supply chain carbon management, carbon standard construction and application, and carbon financial product innovation.
4、Drove the application of green and low-carbon new technologies
40 green and low-carbon technology products in Shanghai were selected, and the List of Green and Low-carbon Technology Products in Shanghai was formed, from which 10 green and low-carbon innovative technology products were selected. Among them, the ideal heterojunction battery technology of Wanlihui fills the domestic gap, and the heterojunction-perovskite stacking efficiency reaches 33.5%. DLC direct immersion liquid cooling technology of Netscape Technology can greatly reduce PUE of data center. Organized energy-saving service companies to carry out technology docking activities with key energy-using units, and drove a number of green and low-carbon technologies.
5、 Science and technology helped contract energy management innovation
A new version of the contract energy management incentive policy was issued, and 24 contract energy management projects passed the municipal special subsidy audit, and the annual energy saving was 10,900 tons of standard coal. A number of key contract energy management projects have been put into commissioning and operation one after another. "Baoshan Iron & Steel No.3 Sintering Ring Cooler Low Temperature Waste Gas Waste Heat ORC Power Generation Project" is the first MW ORC power generation application case in the sintering field, and was shortlisted for the "Steelie Award" of the World Iron and Steel Association. "Shanghai Jinlian Thermal Power Co., Ltd. Boiler Flue Gas Waste Heat Recovery and Utilization Project" adopts the mature research results of Tsinghua University, and it is predicted that the annual energy saving is about 11,000 tons of standard coal.
6、 Actively promoted the utilization of waste heat and cold resources
Selected the top ten outstanding cases of waste heat utilization in Shanghai in 2023. Held a promotion meeting on waste heat technology application and industrial development, and promoted a number of demonstration projects on waste heat utilization. Developed Shanghai’s waste heat resources information sharing service platform. In April, the grid-connected test of "IFV-based cold energy power generation device" project of Shanghai LNG receiving station was successful, which achieved a breakthrough of "zero" utilization of LNG cold energy in Shanghai and filled the gap of LNG cold energy power generation in China.
7、New achievements have been made in the development of circular economy
In 2023, the comprehensive utilization rate and utilization level of resources in Shanghai continued to lead the whole country, and the resource utilization capacity and technical energy level continued to improve. More than 20 resource utilization projects have been built throughout the year, with a total investment of over 2 billion yuan, including the intelligent integrated production project of Shanghai Zili Plastic Technology Co., Ltd. with an annual output of 70,000 tons of high-performance PET plastic steel belts, and the processing and distribution base of millions of tons of scrap steel resources of MCC Technical Service Company. The products of Shanghai Fupei New Materials Technology Co., Ltd. and other three enterprises were selected into the National Catalogue of Circular Economy and Comprehensive Utilization of Resources.
8、 Fostered green and low-carbon service providers
In view of the key problems in the development of low-carbon industries, such as insufficient industrial chain coordination and lack of cross-domain application scenarios, a green low-carbon industry alliance was established, which gives play to the leading role of leading enterprises and chain owners, integrates the development resources of green low-carbon industries, and builds a communication and cooperation platform covering the whole industrial chain. A number of enterprises, certification bodies and research institutions engaged in dual-carbon services in Shanghai have jointly set up dual-carbon service professional committees to provide comprehensive carbon services in the face of various needs of different subjects. After selection, 85 new green and low-carbon service institutions were added in Shanghai in 2023.
9、 Continued to deepen digital greening
Drove the green and digital collaborative transformation of key areas and formed a road map for the transformation of key industries. The list of the first batch of 20 demonstration application scenarios of digital transformation in the energy dual-carbon field in Shanghai was selected and released, so as to create a demonstration of digital transformation in the energy field-benchmarking application of industrial Internet. For example, the "Urban Double Carbon Monitoring Platform Based on Energy Big Data" of State Grid Shanghai Electric Power Company supports the visibility, calculability, manageability and controllability of the main carbon emission sources in Shanghai. The municipal platform for public data collection and monitoring of charging and replacing facilities in Shanghai built by Lianlian Ruike has been interconnected with charging and replacing facilities in all public areas of the city, and has become the largest online charging platform for new energy vehicles in Shanghai. At the first "Shanghai International Carbon Expo", a green and low-carbon industry development forum was held, closely following the theme of "green and low-carbon, digital empowerment", and representatives from various industries jointly discussed the digital and green collaborative transformation development plan.
10、Held a series of activities of Shanghai Energy Conservation Publicity Week in 2023
In order to promote high-quality development and actively create a strong atmosphere of energy conservation and carbon reduction, a series of activities of Energy Conservation Publicity Week were organized on July 10th-16th with the theme of "Energy Conservation and Carbon Reduction, You and I Walk Together". The opening ceremony of the Publicity Week and the Green and Low-carbon Industry Promotion Conference released Shanghai's recent achievements in the new green and low-carbon track. During the event, 13 units signed strategic cooperation agreements with relevant departments respectively. During the publicity week, various commissions, districts, large state-owned enterprises, group companies and green and low-carbon partners closely focused on industrial green development and "clothing, food, housing, transportation, use and travel", and carried out 465 theme activities through the "online + offline" mode, attracting about 2 million participants.
