Set up the Shanghai Radio Security Team for the 19th Asian Games and rushed to Hangzhou to complete the security task. Set up the temporary party branch of the 6th China International Import Expo Radio Support Group, formulated the work plan and emergency response plan, and organized Shanghai’s electromagnetic spectrum management and control brigade to carry out radio safety technical drills to enhance the support capability. Permitted temporary frequency use of radio equipment such as satellites, radars and intercom during major events, carried out electromagnetic environment tests in key areas of Shanghai, and sent support teams to implement on-site protective monitoring to ensure the safety of electromagnetic space.
2、 Guaranteed the use demand of Metro frequency
The use of 1.8 GHz frequency resources in Pudong Airport area was comprehensively coordinated. In view of the same frequency interference problem between the train control system of Metro Line 2 in Pudong Airport area and the airport broadband cluster private network, a task force was set up in conjunction with the airport, Shentong Metro and other relevant units to carry out equipment on-off test and on-site electromagnetic environment test. On the premise of ensuring the normal development of airport cluster dispatching, emergency support and other services, the frequencies of some base stations in relevant areas were adjusted as a whole to ensure the safe use of radio frequencies in Shanghai’s engineering construction.
3、 Radio credit rating was carried out for the first time
According to the Supervision and Management Measures of Credit Classification in the Radio Field, a radio credit supervision system was established on Shanghai’s credit platform, and the post-approval supervision of radio was linked with the evaluation of enterprise radio credit rating. Distinguished three levels of rating results, and took different measures such as frequency priority support or supervision and penalty for enterprises of different levels. During the year, 372 pieces of relevant rating object data were pushed in 2 batches to form the annual radio credit rating results. And organized 25 enterprises and more than 2,000 stations to carry out supervision and inspection of radio frequency and stations in use after approval, so as to standardize the orderly use of radio.
4、 The first water radio monitoring ship set sail
On October 30th, the water radio monitoring ship "Haiwujian No.1" jointly built by Shanghai Radio Management Department and Maritime Department was officially put into use. The two sides signed a framework agreement on water radio monitoring and guarantee in Shanghai region, which comprehensively deepened the co-construction and sharing of water radio management, built a water mobile radio monitoring platform, improved the water radio security guarantee capability in Shanghai region, and played an active role in promoting the construction of a strong transportation city and an international shipping center at a high level.
5、 Guaranteed the radio use demand of aerospace industry
Supported the development of satellite Internet, facilitated enterprises in Shanghai to apply for frequency and orbit resources from ITU according to the needs of satellite project construction, and declared the relevant satellite network data of mobile phone direct connection for the first time. Comprehensively investigated with progress of satellite ground section TT&C stations and Gateway stations, and guided the construction of relevant Gateway stations and TT&C stations of enterprises in Shanghai. It provides resource guarantee for the integration and verification of temporary frequency usage requirements of COMAC C919 large passenger aircraft laboratory, and fully promotes the development of Shanghai aerospace industry.
6、 Ensured aviation flight safety at Pudong Hongqiao Airport
During the year, Pudong Airport was interfered by GPS signals many times, and the weather radar of Hongqiao Airport was also interfered by unknown signals, which seriously affected the flight safety of civil aviation in Shanghai. In view of such interference, we immediately organized forces to conduct on-site investigation, investigated and dealt with interference sources such as privately set GPS signal jammers and illegally used wireless transmitting equipment, and carried out joint law enforcement inspections in relevant areas, strengthened special frequency protection and monitoring, eliminated hidden dangers of interference, and ensured aviation flight safety at Pudong and Hongqiao airports.
7、 Carried out the publicity of radio management theme of "Wireless Network Promoting Development and Orderly Management"
Invited Zhuang Songlin, Academician of the Chinese Academy of Engineering, as the Shanghai Radio Public Welfare Propaganda Ambassador, recorded the public welfare time and broadcast it through Shanghai News Broadcasting FM93.4. Edited and produced the popular science animation of Electromagnetic Radiation of Communication Base Station, which was played on more than 60,000 multimedia terminals, cable TV and IPTV startup pages of Shanghai Telecom. The 2023 Youth Radio Comprehensive Skills Competition was launched, with nearly 320 students from 24 radio characteristic education schools in the city participating, so as to continuously improve the awareness and participation of the general public in radio management.
8、"Civil Aviation Radio Safety" AI + Joint Innovation Studio was formally established
“Civil Aviation Radio Safety” AI + Joint Innovation Studio, jointly established by Shanghai Radio Monitoring Station and East China Air Traffic Management Bureau of Civil Aviation of China, was unveiled and established. The studio was listed as the first batch of AI + (Joint) Innovation Studio in Shanghai. The studio uses artificial intelligence technology to empower civil aviation radio safety, explores innovative methods to improve the efficiency of civil aviation radio interference investigation, and lays a solid foundation for ensuring aviation radio safety. At present, some achievements have been made in the fields of civil aviation VHF communication interference identification and aircraft GPS interference judgment.
9、The radio monitoring integration platform was officially launched
On September 20th, the opening ceremony of the radio monitoring integrated platform and the grid connection ceremony of newly built fixed stations were held. Through the integrated platform, not only can the dispatching efficiency of radio monitoring heterogeneous system equipment be improved, but also the value of monitoring data can be deeply excavated, providing more accurate and scientific decision support for radio supervision and major event support. At present, Shanghai has built an integrated radio monitoring system covering 20MHz-18GHz, and constructed a new development pattern of "one network overall".
10、Radio public welfare testing supports the development of small and medium-sized enterprises
In conjunction with "3.15" International Consumer Rights Day, Shanghai Radio Testing Industry Alliance launched a 100-day campaign of "Building Quality Foundation and Upgrading Industry". For the relevant enterprises in the production, research and development, sales and use of radio transmitting equipment in Shanghai, it carried out public welfare testing activities such as policy interpretation, laboratory opening, directional reduction and exemption, and discount and profit sharing. During the event, 192 enterprises were supported, with a profit sharing of 2.06 million yuan, which effectively reduced the operating costs of enterprises and provided strong support for the innovation and development of the industry.
