New network, new computing power, new data, new facilities and new terminals! Shanghai released the Action Plan for Further Promoting New Infrastructure Construction (2023-2026)

On the morning of October 19th, Shanghai Municipal People's Government Information Office held a press conference of the municipal government. Gu Jun, Deputy Secretary-general of Shanghai Municipal People's Government and Chairman of Shanghai Municipal Development and Reform Commission, introduced the Action Plan for Further Promoting New Infrastructure Construction in Shanghai (2023-2026).
The Action Plan for a new round of infrastructure construction pays close attention to the development trends of intelligent computing power, large models, data elements, blockchain, robots and other technologies and the requirements of green, low-carbon and energy saving, based on industrial digitalization, industrialization of data factors, cross-border integration and high-end brand, and strengthens technology guidance, application guidance, overall layout and open cooperation.
The Action Plan further expands the key areas into five aspects, namely new network, new computing power, new data, new facilities and new terminals, and puts forward 30 major tasks, 10 demonstration projects and 7 safeguard measures.
Shanghai will continue the relevant experience and practices of the first batch of demonstration projects, and promote a new batch of 10 demonstration projects in terms of improving high-performance computing capability, applying blockchain technology, cultivating data factor market, pilot operation of public data authorization, large-scale application of robots, demonstration of advanced autonomous driving bus, upgrading of smart storage facilities, hydrogen production from offshore wind power, empowerment of health care data, and demonstration of new smart old-age care, which will be supported by municipal construction financial resources according to the relevant rules of the Implementation Plan of Major Demonstration Projects of New Infrastructure in Shanghai.
