Shanghai strives to complete the mobile communication network coverage of underground garages in 1,000 residential communities this year, and simultaneously optimize the overall mobile communication network quality of residential communities

 Shanghai People's Livelihood Interview 2023 jointly sponsored by Xiaobu, Shanghai People's Broadcasting Station and Xinhua News Agency Shanghai Branch ushered in the third issue on April 12th. The guest was Wu Jincheng, Chairman of Shanghai Municipal Commission of Economy and Informatization, who introduced the "Mobile Communication Network Coverage Project of Underground Garages in Residential Communities" and the construction of charging facilities for new energy vehicles, which are related to future industrial development.



Communication network is the base for realizing digital empowerment. If the base is not firm, the application of the upper layer cannot be realized. In the last two years, we have received letters from citizens, which focus on two problems. On the one hand, citizens need to call in an emergency in underground garages, and no mobile network causes potential safety hazards. On the other hand, with the popularization of intelligent networked cars, the lack of network coverage prevents the normal operation of intelligent charging piles and on-board multimedia.


In view of these two problems, we listed the "Mobile Communication Network Coverage Project of Underground Garages in Residential Communities" as a practical project for the private sector. This year, we will ensure the completion of 800 projects, and strive to complete the mobile communication network coverage of underground garages in 1,000 residential communities, so as to solve the urgent problems of citizens and let more families enjoy the convenience of "Double Gigabit Broadband City". In terms of specific measures, there are five processes. First, find out the base and fill up the "Current Situation Form of Network Coverage of Underground Garages in Residential Communities". Second, clarify the target residential communities, give priority to the underground garages that have not been covered by the three operators and the most urgent needs of residents, and clarify the list of communities that implement practical projects in combination with the ground network coverage of the communities and the wishes of the owners. Third, conduct on-site survey and formulate construction plans, organize telecom operators, conduct on-site survey of target residential communities, investigate the current situation of communication supporting facilities, and tailor the construction plans for each community according to the characteristics, so as to achieve "one community, one plan". Fourth, coordinate the construction, do a good job of coordination and communication with community neighborhood committees, property and owners' committees, carry out popular science propaganda for residents, dispel residents' concerns, and cooperate with telecom operators to enter the construction site. And fifth, engage in completion acceptance, to ensure that more than 90% of mobile phones in the underground garages can be used normally, so can charging piles, entrance and exit gates and other sites with mobile Internet applications.


Charging facilities are a new type of city infrastructure and the basic guarantee for the popularization and application of new energy vehicles. Shanghai is actively laying out a more convenient and efficient network of charging facilities. At the end of last year, a total of 697,000 charging piles and 120 power stations have been built, with a vehicle-pile ratio of 1.4:1, which is in a leading position among major cities in China.


In the next step, we will continue to intensify construction. By 2025, about 605,000 standard piles will be built and 300 power stations will be replaced to meet the charging demand of 1.25 million new energy vehicles. On the one hand, strengthen the layout of charging facilities in public parking lots, fully mobilize the enthusiasm of third parties such as charging operators and implement the main responsibility of parking lot (garage) operators in accordance with the principle of "fast charging as the mainstay, slow charging as the supplement, operating piles as the mainstay, and other piles as the supplement". The newly built parking lot (garage) will set up no less than 10% charging parking spaces, and encourage parking lot and charging facility operators to adopt price leverage to avoid charging parking spaces being occupied; On the other hand, we will work together to improve the construction of charging facilities in residential areas, and consolidate the management responsibility of localized construction of charging and replacing facilities in various districts. The old residential areas will include the construction of shared charging facilities in the comprehensive renovation scope of residential areas based on the principle of "one pile with multiple vehicles", while the new residential areas will be built according to the principle of "one car with one pile". For the completed new residential areas, the problem of insufficient power supply capacity will be solved by means of intelligent pile promotion and unified construction and operation.
