The National Conference on Industry and Informatization was held in Beijing

On January 11th, the National Conference on Industry and Informatization was held in Beijing. The conference summarized the work in 2022 and deployed key tasks in 2023. Jin Zhuanglong, Party Secretary and Minister of the Ministry of Industry and Information Technology, attended the event and delivered a speech. Zhang Kejian, Member of the Party Group and Vice Minister of the Ministry of Industry and Information Technology and Director of the National Defense Science, Technology and Industry Bureau, presided over the conference. Ministry leaders Wang Jiangping, Xin Guobin, Zhang Yunming, Zhang Jianmin and Tian Yulong were present. Responsible comrades from the competent departments of industry and information technology in Shanghai, Zhejiang, Hubei, Guangdong and Sichuan and the Communications Administration of Tibet Autonomous Region made exchange speeches.

 

The conference pointed out that the overall industrial economy stabilized and improved in 2022. It is estimated that the added value of industrial enterprises above designated size increased by 3.6% year-on-year, of which the added value of manufacturing industry increased by about 3.1%. The added value of manufacturing industry accounted for 28% of GDP, an increase of 0.5% over the previous year. The national defense science and technology industry and tobacco industry maintained rapid growth.

 

New breakthroughs have been made in innovation in key areas. The C919 passenger jet was delivered for the first time in the world. The domestic 100,000-ton large-scale fishery culture ship was successfully delivered. The domestic gap was filled with high-end medical equipment such as laparoscopic surgery robots. The domestic ice and snow equipment such as four-person snowmobiles achieved a "zero" breakthrough. The application level of key materials was continuously improved. The China Space Station was fully built. And the third aircraft carrier "Fujian Ship" was launched.

 

The resilience and safety level of industrial chain and supply chain have been continuously improved. Significant results have been achieved in promoting the resumption of production of enterprises affected by the epidemic, the guarantee of strategic mineral resources has been strengthened, and the supply guarantee of key medical materials such as COVID-19 vaccine and medicines has been effective. Key industrial chains were strengthened and supplemented in an orderly manner, and a number of industrial base reengineering projects were implemented. 45 national advanced manufacturing clusters were created. The International Forum on Resilience and Stability of Industrial Chain and Supply Chain was successfully held.

 

New progress has been made in the high-quality development of SMEs. A total of more than 70,000 specialized and innovative SMEs, 8,997 "Little Giant" enterprises and 1,186 single champion enterprises in manufacturing industry have been cultivated. Efforts have been made to help SMEs to solve problems, and the special rectification actions for illegal charges on enterprises and the special actions for preventing and resolving accounts owed to SMEs have achieved remarkable results. The service system for SMEs has been continuously improved. The National Conference on the Development of Specialized and Innovative SMEs was successfully held.

 

The development of high-end, intelligent and green manufacturing industry has accelerated. From January to November, the added value of high-tech manufacturing industry increased by 8%, and that of equipment manufacturing industry increased by 6.2%. The production and sales volume of new energy vehicles exceeded 6.5 million units, and the export of complete vehicles reached a record high. The newly added and accumulated installed capacity of PV in China ranks first in the world for years. The transformation and upgrading of traditional industries have been accelerated, the construction of quality brands has been further promoted, the carbon peaking scheme in industrial fields and key industries has been issued and implemented, and the scale and level of intelligent manufacturing applications have entered the leading ranks in the world.

 

The information and communication industry has developed rapidly. It is estimated that the total telecom business increased by 8% year-on-year. Significant achievements have been made in the construction of new information infrastructure, the governance of Internet platform and APPs, and the prevention and control of telecommunication network fraud. A total of more than 2.3 million 5G base stations have been built and opened, and the construction of new data centers has achieved remarkable results. The average tariff of broadband and dedicated lines for SMEs has been reduced by more than 10%. The data security management system was initially established, and the electromagnetic space security was strengthened. The guarantee tasks of communication services, network security and radio security for major events were successfully completed. China has been re-elected as a member of ITU.

 

The conference emphasized that 13 key tasks should be grasped in 2023. First, make every effort to promote the steady growth of industrial economy. Second, the "14th Five-Year Plan" shall be solidly promoted and achieved results. Third, enhance the independent controllability of key industrial chains. Fourth, further promote the reengineering of industrial base. Fifth, accelerate the research on major technical equipment. Sixth, accelerate the transformation and upgrading of traditional manufacturing industries. Seventh, cultivate and expand new industries. Eighth, accelerate the development of information and communication industry. Nineth, promote the development of small and medium-sized enterprises. Tenth, optimize the national defense science and technology industry system and layout, build advanced national defense science and technology industry, and consolidate the integrated national strategic system and capabilities. Eleventh, support the "double first-class" construction of subordinate universities. Twelfth, improve the ability of industry governance. And thirteenth, go all out to ensure the production and supply of key medical materials.
