Fashion consumer goods industry is an important part of Shanghai's new "3+6" industrial system, and it is also a key support for fully launching Shanghai's "four major brands" and continuously enhancing the city's energy level and core competitiveness. The Action Plan for High-quality Development of Shanghai’s Fashion Consumer Goods Industry was formulated by Shanghai Municipal Commission of Economy and Informatization in conjunction with Shanghai Municipal Development and Reform Commission, Shanghai Municipal Commerce Commission, Shanghai Municipal Science and Technology Commission, Shanghai Municipal Cultural Tourism Bureau and Shanghai Municipal Market Supervision Bureau.
The goal is to establish Shanghai's status as a "fashion capital" leading fashion and defining trends by 2025, and build a trillion-RMB consumer market of fashion consumer goods with a demonstration and leading role, so that Shanghai will become a fashion producer, a trend gatherer, an innovation source and a consumption leader. The industrial size will exceed RMB520 billion, with an average annual growth rate of 5%. Cultivate 3-5 leading enterprise groups with revenue of RMB100 billion and 20 head enterprise groups with revenue of RMB10 billion, and introduce a number of global and national functional headquarters of head enterprises. Build 10 smart factories and 100 digital application scenarios featuring fashion consumer goods industry. Build 3-5 featured industrial parks of fashion consumer goods, a number of municipal boutique parks and fashion creative demonstration spaces.
Shanghai will focus on innovative ideas, and clearly put forward the "eight fashion categories" concentrating on clothing, cosmetics, exquisite food, excellent sports products, smart products, lifestyle products, fine crafts and digital fashion products, including people's demand for consumer products and services from "food, clothing, housing and transportation" to "entertainment, lifestyle and leisure". Meanwhile, Shanghai will lead the opening of boutique track with the demand of consumption upgrading, encourages the innovation of supply and consumption mode, promotes the close integration of ecology, and comprehensively enhances the overall efficiency and core competitiveness of the industry. Specifically, we will focus on the implementation of "3 major initiatives and 10 actions".
The first initiative is to promote digital innovation and upgrading. Focusing on "increasing varieties, improving quality and creating brands" with digital empowerment, we will effectively guide and promote the cross-integration of digital transformation and upgrading and the development of consumer goods industry, and create a benchmark demonstration of fashion consumer goods in terms of varieties, quality and brands. It covers four actions, namely new policy source action of scientific and technological research and development, new empowerment of digital manufacturing, new leadership of brand building, and new efficiency improvement of creative design.
The second initiative is the optimization and upgrading of carrier scenarios. Strengthen the industrial layout, guide the development of fashion consumer goods industry with characteristic advantages, give full play to the advantages of service industry agglomeration in the urban area, and improve the bearing function of advanced manufacturing subjects in the surrounding cities. It covers three actions, namely the new layout of industrial carriers, the new integration of consumption scenarios, and the new trend of national tide culture.
And the third initiative is the construction of a fashion ecosystem. Promote the ecological agglomeration of various industries, improve the index system, drive technological innovation, green development and the introduction of personnel training, further enhance the ability of independent innovation, and comprehensively enhance the concentration of resource elements. It covers three actions, namely the new green and low-carbon track, the new support of factor gathering and the new certification of fashion production.
