On November 23rd, Shanghai Municipal Government Information Office held a press conference of Shanghai Municipal Government. Wu Jincheng, Chairman of Shanghai Municipal Commission of Economy and Informatization, introduced the Action Plan for Shanghai to Build a Future Industrial Innovation Highland and Develop and Expand Future Industrial Clusters (the “Action Plan”). Qiu Wenjin, Vice Chairman of Shanghai Municipal Development and Reform Commission, Sun Zhenrong, Vice Chairman of Shanghai Municipal Education Commission, Zhang Hongtao, Chief Engineer of Shanghai Municipal Commission of Economy and Informatization, Chen Hongkai, Second-level Inspector of Shanghai Municipal Science and Technology Commission, and Wu Xiaohua, Deputy Secretary of the Party Working Committee of Lingang New Area, attended the press conference and answered questions from reporters.
The Action Plan consists of four sections, namely general requirement, industrial direction, main tasks and safeguard measures, which can be summarized as "1+4+5+6". "1" refers to one general requirement. We will make overall plans to promote the integration of science and technology and industry, the combination of effective market and promising government, concentrate our efforts, roll over cultivation, and make every effort to build a future industrial innovation highland with world influence. By 2030, the future industrial output value reach about RMB500 billion.
"4" means to achieve four development goals. First, build a future highland for independent innovation of core technologies. Build a future industry research institute, set up about 5 future technical colleges, and cultivate about 15 future industrial innovation centers. The second is to build the future engine of industrial cluster development. Around the five future industrial clusters, build about 15 future industrial pilot areas. The third is to create a future paradigm for integration and innovation of large, medium and small enterprises. Promote a number of leading enterprises to lay out to the future industry, develop ecologically oriented enterprises, and form a number of innovative consortia. The fourth is to create a future ecology with concentrated elements, openness and tolerance. Actively participate in international big science programs and big science projects, and introduce a group of high-level strategic scientists and business leaders.
"5" means to create five future industrial clusters. First, build a future health industry cluster. The second is to build a future intelligent industrial cluster. The third is to build a future energy industry cluster. The fourth is to build a future space industry cluster. Fifth, build a future material industry cluster.
"6" means to implement six major plans to ensure the implementation of future industrial plans. First, the future technology "foundation plan" aims at original innovation and basic research, and strengthens the construction of platforms such as future technical colleges and future industrial innovation centers. Second, the future layout "leading plan" aims at carrier construction and cluster building, and plans to build future industrial pilot areas, accelerated parks and test sites. Third, the future partner "Hand in Hand Plan" aims at subject cultivation and team mining, and builds innovative echelons such as industrial ecological leading enterprises, innovative enterprises and leading teams at different levels. Fourth, the future scenario "Open Source Plan" aims at technical verification and demonstration promotion, implements cross-border integration demonstration projects, and accelerates the process of R&D industrialization. Fifth, the future talent "Array Plan" aims to gather the first resource of talents and help all kinds of talents realize their innovation dreams in Shanghai. Sixth, the future ecological "rainforest plan" aims at the high-quality supply of factors, optimizes the development ecology of "five good and five without shortage", and provides support policies and cooperation platforms for future industrial development.
