On July 12th, at the press conference of Shanghai Municipal Government, Wu Qing, Member of the Standing Committee of CPC Shanghai Municipal Committee and Executive Vice Mayor of Shanghai Municipal Government, introduced the “Implementation Opinions on Accelerating the Transformation and Development of North and South Regions”. Wu Qing, Member of the Standing Committee of CPC Shanghai Municipal Committee and Executive Vice Mayor of Shanghai Municipal Government, Hua Yuan, Deputy Secretary-general of Shanghai Municipal Government and Chairman of Shanghai Municipal Development and Reform Commission, Zhang Hongtao, Chief Engineer of Shanghai Municipal Commission of Economy and Informatization, Xu Jian, Deputy Director of Shanghai Municipal Resources Planning Bureau, Dong Aihua, Vice Chairman of Shanghai Municipal Transportation Commission, Gao Yiyi, Head of Baoshan District, and Li Zelong, Head of Jinshan District, attended the press conference.
Mr. Zhang noted that Jinshan and Baoshan are both important carriers of Shanghai's industry and have made significant contributions to Shanghai's city development as well as China's industrial development over the years, which makes them two industry brands in Shanghai. In 2021, the total output value of industrial enterprises above designated size in these two districts exceeded RMB500 billion, accounting for 12.8% of the whole city.
Recently, “Shanghai Industrial Map (2022)” issued by Shanghai Municipal Government also clarified the industrial development priorities and space deployment of the two districts, which supports the two districts to take new materials, biomedicine, intelligent equipment, new-generation information technology and other industries as the leading factor, speed up the deployment of featured industries in sub-sectors, and build nine municipal featured industrial parks with high standards, such as North Shanghai Biomedical Industrial Park, Digital Intelligence South University, East China UAV Base and Carbon Valley Green Bay.
In the next step, efforts should be made to turn Baoshan into one of the main pillars of Shanghai's technology innovation center, and Jinshan into a key carrier for the city to launch the brand of "Made in Shanghai”. According to the requirements of the "Implementation Opinions", based on the high-quality development of the industry, we should highlight "three focuses" and promote "three transformations". First of all, focus on the energy level and accelerate the transformation of industrial functions. Second, focus on the new track and accelerate the green and low-carbon transformation. And third, focus on empowering and increasing efficiency, and accelerate digital transformation.
