On the afternoon of January 19th, Shanghai Municipal Commission of Economy and Informatization held the first regular meeting on attracting investment and promoting major industrial projects in 2022, listened to the recent promotion of major industrial projects in key areas, and studied and deployed the next stage of work. Wu Jincheng, Chairman of Shanghai Municipal Commission of Economy and Informatization, attended the meeting and delivered a speech. Ruan Li and Ping Liu, Vice Chairmen of the Commission, and Zhang Hongtao, Chief Engineer, were present.
Mr. Wu pointed out that since last year, Shanghai has expanded the efforts of investment promotion with innovated approaches. Shanghai’s investment promotion work has shown a good situation of rising in both quantity and quality, and achieved the annual targets of industrial investment. In the next step, we should make every effort to push forward the implementation of the goals for the first quarter and the whole year with the urgency of waiting for no time and seizing every minute. First, we must pay close attention to the “pillar” projects, promote investment around business attraction, pay attention to "four coexistence", and seize a number of new tracks and kinetic energy projects. It is also important to introduce projects and industries around various scenarios. Second, it is necessary to strengthen the linkage between urban areas, transform Shanghai's investment promotion spirit into productivity, pay attention to the balance of industrial structure, and focus on the "heating" and “ballast stone” industries at present, as well as the "lighting" and “engine” industries in the long run. And third, we must make good use of the "three mechanisms" and the task force system to improve the capabilities and upgrade the ability of project organization planning and coordination in practice; make good use of the land acquisition and start-up mechanism to improve project services and fully guarantee project construction; and make good use of the centralized construction mechanism to force investment attraction and continuously introduce major industrial projects.
