Mr. Zhang listened to the reports of the Commission and Shanghai Urban Planning and Design Research Institute on the development planning of the city's refined oil retail system and the special planning of gas stations, and put forward requirements for the refined oil planning work: First, it is necessary to improve the station position, resolutely implement the new development concept, serve and integrate into the new development pattern, integrate the refined oil planning into the overall urban planning, and serve the construction planning of the five new towns. Second, it is necessary to make scientific prediction. According to the city's strategic goal of reaching the peak of carbon emissions and energy consumption, and the development situation of new energy vehicles, it is necessary to combine the model data with the city's reality to accurately depict the future development blueprint of the refined oil industry. And third, it is necessary to make rational distribution, effectively guarantee market supply and security, and ensure that the construction, management and service of refined oil products are compatible with the city's social and economic construction.
