On February 1st, Liu Ping, Chief Engineer of Shanghai Municipal Commission of Economy and Informatization, attended 2021 investment promotion conference and major projects promotion conference of Hongkou District. Relevant comrades from Shanghai Municipal Commission of Housing and Urban Rural Development and Hongkou District were also present.
Mr. Liu congratulated Hongkou District on its achievements in strengthening investment promotion, promoting major projects and optimizing business environment in the past year, and put forward suggestions on actively serving the new development pattern, grasping effective investment and strengthening enterprise services in the next step. The first is to increase investment attraction around leading industries. The Commission will support Hongkou District to carry out high-quality investment promotion in finance, shipping, digital new infrastructure, online new economy and other fields based on its regional advantages and industrial foundation and around Shanghai's "14thFive-year Plan", so as to accelerate the formation of new momentum for regional economic development. Second, speed up the promotion of major projects. The Commission will actively cooperate with Hongkou District to provide service guarantee for the promotion of major projects, expand effective industrial investment, and jointly create the "Hongkou speed" for the promotion of major projects. And third, do a good job of enterprise services in an all-round way. On one hand, it is important to make use of Hongkou’s high-quality buildings and other carrier resources to promote industrial functions, enhance regional economic density, and vigorously develop "five oriented economy". On the other hand, the enterprise service mechanism will be constantly improved, innovative measures will be taken, and enterprise service brands such as "building manager accountability system" and "park manager accountability system" will be deepened, so as to continuously provide high-quality services for good enterprises and projects.
21 key enterprises and projects at Hongkou District signed contracts with a total investment of RMB10 billion. The titles of "Gold Medal Building Manager" and "Gold Medal Park Manager" were awarded to relevant buildings and parks. Work permits were given to relevant foreign talents in China.
