On June 22nd, the unveiling ceremony of Circum-SHU Science Park was held at Baoshan Campus of Shanghai University. Relevant leaders were present, including Wang Hong, Secretary of CPC Baoshan District Committee, Chen Jie, Head of Baoshan District, Cheng Danhong, Secretary of CPC Committee of Shanghai University, Liu Changsheng, President of Shanghai University, Xuan Fuzhen, Deputy Director of Shanghai Municipal Education Commission, and Ji Xiaoye, Inspector of Shanghai Municipal Science and Technology Commission. Lu Ming, Deputy Secretary of CPC Shanghai Municipal Working Committee of Economy and Informatization, attended the ceremony and made a speech. The leaders jointly unveiled the Circum-SHU Science Park.
Mr. Lu pointed out that the cooperation between Shanghai University and Baoshan District to build Circum-SHU Science Park is not only the implementation of the decision-making and deployment of CPC Shanghai Municipal Committee and Shanghai Municipal Government on "strengthening the construction of university science and technology parks", but also a strategic measure for colleges and regions to seek their own development. He hoped that first it is important to adhere to the overall positioning of the university science park and highlight the attributes and technological characteristics of the university. It is necessary to formulate performance evaluation and distribution incentive policies that are conducive to the transformation and industrialization of scientific and technological achievements, help the park to gather innovation elements, reduce the cost of entrepreneurship, and accelerate the construction of a full chain of scientific &technological achievements transformation and innovative entrepreneurship incubation system of "Mass Innovation Space + Incubator + Accelerator + Industrial Park". Second, the construction of the Grand Science Park needs the linkage of "magnetic" and "field" effects, and realizes the leading of high-end industries by strengthening the policy sources of scientific and technological innovation. Strengthen the "magnetic effect" means deploying the innovation chain around the industrial chain, focusing on the development areas of key industries in Baoshan district, and vigorously promoting the construction of new R & D organizations and functional platforms like graphene, advanced functional materials and the National Collaborative Innovation Center of artificial intelligence. Strengthen the field effect means laying out the industrial chain around the innovation chain and striving to promote the cooperation and linkage between the science park, the surrounding parks and major plates. And third, it is necessary to strengthen top-level design and urban cooperation and form a system mechanism conducive to the sustainable development of the large science and technology innovation circle around the park. It is wise to build consensus and integrate resources, the Commission will fully support the two parties to deepen cooperation, and actively coordinate and promote the industrialization of innovation achievements, the introduction of major projects, the main services of enterprises and the support of industrial policies.
