On the morning of April 13th, the 67th press conference on COVID-19 prevention and control work was held in Shanghai. Relevant leaders were invited to introduce the promotion of new online economic development and epidemic prevention and control in Shanghai, including Wu Jincheng, Chairman of Shanghai Municipal Commission of Economy and Informatization, Zheng Jin, Spokesperson of Shanghai Municipal Health Commission, Liu Ping, Chief Engineer of Shanghai Municipal Commission of Commerce, Liu Min, Deputy Director of Shanghai Municipal Commission of Commerce, Ge Ping, Deputy Director of Municipal Local Financial Supervision Bureau, and Tao Ailian, Secondary Inspector of Shannghai Municipal Market Supervision Bureau. The conference was presided over by Yin Xin, Director of Press Release Division of the Information Office of Shanghai Municipality.
Shanghai Municipal Government attaches great importance to the development of new economy and industries. On April 8th, the General Office of Shanghai Municipal Government issued the "Action Plan of Shanghai Municipality for Promoting New Online Economic Development (2020-2022)" (hereinafter referred to as the Action Plan). Wu Jincheng introduced three aspects of the Action Plan at the conference.
1. The definition of “new online economy” and the background of the Action Plan.
New online economy is a new model of new industries with "online, intelligent and interactive" features powered by AI, 5G, Internet, big data, block chain and other intelligent and interactive technologies, with deep integration with modern production and manufacturing, business, finance, cultural consumption, education, healthcare, logistics and mobility.
2.The overall considerations and objectives of the Action Plan.
The action plan highlights three considerations:
First, strengthen the leading role of high-end industries and the strategic sources of scientific and technological innovations. Accelerate the R&D and application of innovative products such as intelligent software and hardware, lay out infrastructures such as new information network, and strive to cultivate new economic growth points.
Second, create a new economic scenario and help the industrial transformation and upgrading. Focus on key areas, launch application scenarios on a large scale, release emerging consumption potentials, and accelerate the cultivation of leading innovators and enterprises.
And third, create a new system supply and a new economic business environment. The industrial sector and regulatory authorities have formed a joint effort to explore the establishment of "sandbox supervision" and optimize the institutional supply ofnew online economic development.
3. The development priorities and safeguards initiatives of the Action Plan.
Focus on 12 key development points. Build more than 100 unmanned factories, production lines and workshops, and focus on the development of new manufacturing modes like flexible manufacturing, cloud manufacturing and shared manufacturing. What's more, it is important to support large leading enterprises to build enterprise networks, and construct 20 industrial Internet platforms with national influence.
When fighting against COVID-19, a large number of enterprises went against the crisis, dared to innovate and made new exploration for economic and social development. The government departments will follow the trend and guide the market according to the situation, so as to help the market subjects to burst out new vitality and create new miracles. To develop new online economy is to seek opportunities in crisis, promote and solidify high-quality enterprises and brand products emerging in the epidemic, provide more inclusive supervision, more open scenes, better services and more innovative ecology, and work together to create a new highland for the development of new online economy in Shanghai.
