On the morning of April 8th, the Ministry of Industry and Information Technology (MIIT) held a teleconference on the implementation of policies for SMEs. Xin Guobin, Member of the Party Group and Vice Minister of MIIT was present and made a speech. Nine provinces and municipalities presented their situations, including Shanghai, Beijing, Tianjin, Hebei, Shanxi, Jilin, Heilongjiang, Anhui and Hainan.
Mr. Xin pointed out that since the outbreak of the epidemic, the CPC Central Committee and the State Council have issued a series of policies on finance, taxation, social security, job stability and cost reduction to help SMEs to relieve their difficulties. What's more, all localities have also implemented policies and taken the initiative to help SMEs return to work and overcome difficulties. Mr. Xin stressed that the task of doing a good job in SMEs during COVID-19 is quite important and the responsibility is great. All regions should pay close attention to the implementation of policies. First, it is important to fully understand the serious impact of the pandemic on the production and operation of SMEs. Second, it is necessary to promote the preferential policies, and ensure that the policies come into effect. And third, it is wise to base on the current situation and take a long-term view to improve the core competency of SMEs.
On behalf of Shanghai, Rong Zhiqin, Vice Chairman of Shanghai Municipal Commission of Economy and Informatization, made a report on practices and achievements of the city in promoting "Shanghai 28" preferential policies for enterprises, reducing the burden on SMEs, increasing financial rescue efforts, promoting the return of SMEs and improving the service level of SMEs. Mr. Rong expressed that now SMEs are greatly affected by the epidemic, the service departments of SMEs will strengthen the overall planning of enterprise services and play a good role in the joint meeting mechanism. First, in accordance with the deployment of MIIT, the municipal Party committee and the municipal government, it is important to further explore policy space and accelerate the formulation and issuance of the upgraded version of "Shanghai 28 articles", focusing on the demands and suggestions reflected by enterprises like tax reduction and fee reduction, financial rescue, transformation and upgrading, as well as legal aid. Second, it is necessary to optimize enterprise services, combine professional service institutions, provide efficient and high-quality services for enterprises, solve the urgent needs of enterprises, focus on the development of foreign trade enterprises, and strengthen legal and financing support. Third, it is advisable to speed up the revision of the "Regulations of Shanghai on Promoting the Development of SMEs" and strengthen the protection of the rule of law.
