In order to further facilitate the online business of enterprises and realize the "all-in-one online business platform", as an important reform measure in Shanghai to optimize the business environment, on April 1st, the e-business license and e-seal of enterprises in Shanghai were issued simultaneously.The legal representative of a newly established enterprise in Shanghai can download and receive the e-business license and e-seal together with the establishment of the enterprise by using "Suishenban" App or WeChat appletof “E-business license”, and use the e-business license and e-seal to handle all kinds of online operations in the "all-in-one" system and other systems of market supervision, tax, human resources, social security, provident fund and other authorities.
Shanghai took the lead in breaking jurisdiction barriers in China. By opening up the e-license, e-seal and physical seal system and sharing enterprise registration and seal production data, Shanghai revolutionized the process of enterprise seal engraving, and took the lead in putting it into practice.This move has blazed a new path of reform across the country to simplify the process of starting enterprises and reduce the cost of starting enterprises, opening up unlimited possibilities for "paperless" entrepreneurship and operation.In the past, the e-license and e-seal were obtained separately, and the use methods were also different. After the reform, the establishment of enterprises will automatically generate e-licenses and e-seals, which can be obtained and used directly with mobile phones without application.
E-seal is a visual representation of reliable electronic signature.The "Electronic Signature Law"of China guarantees that e-seal and physical seal have the same legal effect.By means of information technology, the electronic version of physical seal will greatly promote the online business of enterprises.In September 2018, the Commission launched the work of e-seal in accordance with the work deployment of "all-in-one business" of CPC Municipal Committee and ShanghaiMunicipal Government.In November 2018, the Interim Administrative Measures of Shanghai E-seal was promulgated. In April 2019, the public service platform of Shanghai e-seal (dzyz.Sh.gov.cn) was officially launched to provide electronic official seal and position seal services for legal entities in Shanghai.
After the platform is put into use, the user can stamp the official seal at any time and place with authorization, which can improve the efficiency and convenience of the use and management of the seal. This method settles the problemsof bidding and application projects, in which paper materials need to be stamped with official seal and signed repeatedly and solves the practical difficulties of enterprises that the same seal cannot be used in different places.At the same time, according to the national requirements, the platform has completed a comprehensive docking with the national government affairs service platform. In this city, there are more than 60,000 e-seals of government departments and institutions in the national government affairs platform for filing, issuing and signing.The platform has played an important role in the work of "all-in-one network".Especially during the epidemic, many enterprises applied for and managed the e-seal through the platform, carried out "non-see business", and signed the seal of documents such as electronic contracts, which greatly facilitated the online operation of enterprises.By the end of March 2020, more than 3.2 million seals (involving 2.2 million legal entities) have been issued to all legal persons in the city, and more than 14.5 million seal calls have been made.
At the end of 2019, according to the unified deployment of optimizing business environment in Shanghai, the electronic business license and e-sealhave been combined to form a digital force to further facilitate the online business of enterprises.
For the next step, according to the overall work requirements of the municipal Party committee and the municipal government to optimize the business environment and the "all-in-one network", more government services will be promoted to submitonline by means of e-seals. More enterprises will be encouraged to carry out business activities such as contract signing and financial audit through electronic means, so as to further optimize the business environment and promote the number of businesses in Shanghai’s economic development.
