Lu Xiaochun, Chairman of Shanghai Municipal Commission of Economy and Informatization, deployed the tasks of Party construction in 2020. Mr. Wu Qing pointed out that in the past year, all aspects of work have achieved steady progress. The outbreak of COVID-19 is spreading all over the world, and the world economic growth has been greatly affected. The economic and industrial development is facing a complex and severe situation. The Commission should conscientiously implement the deployment of the Central Committee, the Municipal Committee and the Municipal Government, accelerate the implementation of various measures, continue to do a good job in epidemic prevention and material production support, effectively promote the resumption of work and production, and spare no effort to promote stable economic growth. It is important to give full play to the strategic advantages of the new zone, science and technology innovation board, Yangtze River Delta high-quality integration, China International Import Expo and other platform functions, and make greater efforts to promote industrial economic development. What's more, it is necessary to focus on key industries like integrated circuits, artificial intelligence, biomedicine, high-end equipment, new materials and new energy vehicles, cultivate new driving forces in industries like non-contact economy, and promote the innovation and development of leading enterprises and SME enterprises. Last but not least, it is wise to further improve the quality and level of Party building and strengthen the construction of cadre and talent teams.
Mr. Lu Xiaochun pointed out that in 2019, the Commission system solidly promoted Party construction, and made contributions to the smooth development of urban operation and economy in fighting against novel coronavirus pneumonia. In 2020, it is important to put the political construction in the first place, thoroughly study and implement Xi Jinping's new socialist ideology with China's characteristics, win the epidemic prevention and strive to achieve the goals of development. It is necessary to build a contingent of cadres who are passionate, creative and courageous in taking on responsibilities, and promote the all-round progress and excellence of primary Party organizations. In addition, it is a must to improve and implement the strict mechanism of governing the party, and promote the building of a clean political environment.
Mr. Wu Jincheng pointed out that the Commission system had completed all objectives and tasks in2019. In 2020, it is important to put stable growth in a more prominent position; strengthen investment attraction and expand effective investment; lead high-end development with three major industries of integrated circuit, artificial intelligence and biomedical industry; take the lead in the implementation of industrial foundation reconstruction project. On the other side, it is advisable to build a number of characteristic industrial parks, promote the construction of smart cities, and accelerate the cultivation of new economic and new driving forces. What's more, it is wise to increase the opening of application scenarios, improve the quality and capacity of market consumption, and work out the 14th Five Year Plan with high quality to jointly create a new miracle of high-quality economic development in Shanghai in the new era.
