All institutions of the Commission system resolutely implement the requirements of "three full coverage" and "three uniformity" of the Municipal Party Committee and the Municipal Government, take the epidemic prevention and control work as the most important work, and combine with the actual situation to ensure the implementation of the epidemic prevention and control measures. First, strictly implement the main responsibility. All units should follow the requirements of the two Commissions, carry out the epidemic prevention and control work after the restoration to work. The leading comrades of the Party are the first responsible person. A working group for epidemic prevention has been set up to implement the main responsibility with the most serious attitude, the most strict requirements and the most rigorous style. At the same time, it is important to carry out the propaganda of epidemic prevention knowledge, guide the staff to understand the epidemic situation correctly and eliminate the panic psychology. Third, establish mechanisms for epidemic prevention and control. Each unit has established a monitoring and reporting mechanism for the staff returning to Shanghai, comprehensively and objectively checked the situation of the staff leaving and returning to Shanghai during the Spring Festival holiday, paid close attention to the health status of the staff, and timely put forward suggestions to them. On the other side, it is a must to strictly implement the home observation system for returning personnel, strengthen prevention and control work in office environment disinfection, personnel access temperature measurement, dining, mask wearing and property management.
During the inspection, the leaders of the Commission put forward further requirements for the epidemic prevention and control work：First, the leaders of the Party and government groups of each unit should take the first responsibility and take the epidemic prevention and control work as the most important task. It is important to take responsibility for the local situation and fulfill their responsibilities.
