On the afternoon of November 19th, the Promotion Meeting of Shanghai Public Data Access was held. Wu Qing, Member of the Standing Committee of CPC Municipal Committee and Vice Mayor of Shanghai, was present and made a speech. Chen Mingbo, Deputy Secretary General of Shanghai Municipal Government, presided over the meeting. At the event, Mr. Wu and Mr. Chen awarded the letters of appointment to eight expert representatives of the first Expert Committee of Shanghai Public Data Access, including He Jifeng, Academician of Chinese Academy of Sciences (CAS). They also awarded a bronze medal to 2019 Big Data Joint Innovation Laboratory. Mr. Wu officially opened Shanghai Public Data Access Platform. Relevant leaders were also present, including Wu Jincheng, Chairman of Shanghai Municipal Commission of Economy and Informatization, and Zhu Zongyao, Deputy Director of General Office of Shanghai Municipal Government and Director of Shanghai Big Data Center.
Promoting the access of public information resources is an important reform task deployed by the CPC Central Committee and the State Council, and an important measure to promote the modernization of the national governance system and governance capacity as well as the economic transformation and upgrading. The work is of great significance for the construction of the government under the rule of law, the innovation of the government, the clean government, the service-oriented government, the optimization of the business environment, as well as the development of the digital economy and the sharing economy. It is necessary for Shanghai to work on the overall situation, and resolutely push forward this reform.
At the meeting, the Commission introduced the overall promotion of public data access in Shanghai and key work in the next stage. Shanghai Big Data Center introduced the construction of Shanghai public data open platform. Shanghai Municipal Bureau of Ecology and Environment, Shanghai Municipal Transportation and Bank of Communications Shanghai Branch made speeches respectively.
It is reported that since 2012, Shanghai has taken the lead in exploring and promoting the access of public data in the country. After years of continuous promotion, such as pilot first, all the work has made good progress. Since 2017, Shanghai has ranked first in the provincial level in the third-party evaluation of China's local government data access report for three consecutive years. In 2018, the city became one of the five pilot cities for the access of national public data and successfully completed the pilot task. At present, 2100 public data sets have been opened to the public, and the total number of them is planned to reach 4000 within the year.
For the next stage, Shanghai will focus on improving the working mechanism and data management capability; Grasp key projects and build data application benchmark; Strengthen safety management, establish and improve security system; cultivate industrial ecology, lead the development of high-end industries, and further promote the access of public data. What's more, it is also wise to take the lead in building benchmarking applications in inclusive finance, health care, transportation and cultural tourism.
