On November 28th, Shanghai Municipal Government and the State Power Investment Corporation (SPIC) signed a strategic cooperation agreement in Shanghai. Li Qiang, Secretary of CPC Municipal Committee, met with Qian Zhimin, Chairman of SPIC and his delegation. Wu Qing, Member of the Standing Committee of CPC Municipal Committee and Vice Mayor of Shanghai, and Zhuge Yujie, Secretary General of CPC Municipal Committee, were present. The signing ceremony was presided over by Chen Jing, Secretary General of Shanghai Municipal Government. Ma Chunlei, Deputy Secretary General of Shanghai Municipal Government was present. Chen Mingbo, Deputy Secretary General of Shanghai Municipal Government, signed a strategic cooperation agreement with Shi Jialin, Deputy Secretary of CPC Group and Chairman of SPIC. Wu Jincheng, Chairman of Shanghai Municipal Commission of Economy and Informatization, was also present.
Mr. Li expressed his gratitude to SPIC for its long-term support for the economic and social development of Shanghai. He said that at present we are deeply studying and implementing the spirit of General Secretary Xi Jinping's important speech on inspection in Shanghai, accelerating the implementation of the three new major tasks and implementing the China International Import Expo. It is not only an important historical opportunity for Shanghai's future development, but also an important strategic platform for the central and local governments to deepen cooperation. To promote high-quality development, create high-quality life and better implement the national strategy, Shanghai cannot do without the strong support of the modern energy system. As a key state-owned enterprise in the power industry of China, it is hoped that SPIC could take the cooperation agreement as an opportunity to give full play to its unique advantages, deepen cooperation in technology research and development, model innovation, energy structure optimization, and efficient & clean utilization, create a bright future for energy industry and make greater contribution to serving the overall situation of national reform and development.
Further strengthen comprehensive cooperation with Shanghai in various fields like headquarters construction, major research, layout of innovation centers and development of energy industry, and actively participate in the "three tasks and one platform" to better support the economic and social development in Shanghai.
Mr. Qian expressed that as a modern international metropolis, Shanghai bears a major mission and responsibilities in the national strategic layout. The energy consumption market has large scale and high technical requirements. SPIC will firmly grasp the opportunity to further strengthen comprehensive cooperation with Shanghai in various fields like headquarters construction, major research, layout of innovation center and development of energy industry, and actively participate in "three tasks and one platform" to better assist the economic and social development in Shanghai.
Jointly promote the construction of "five centers" in Shanghai, the Yangtze River Delta eco green integration development demonstration zone and the new zone adjacent to the port of Shanghai Free Trade Zone, so as to achieve win-win cooperation and development.
According to the principle of "complementary advantages, mutual benefit and common development", Shanghai and SPIC will comprehensively deepen strategic cooperation, strengthen cooperation in major projects, scientific research and cutting-edge business in the field of energy, develop headquarters economy, build industrial platform, deepen the reform of state-owned enterprises with state-owned assets and the integrated development of central and local governments, and jointly promote the "five centers" of Shanghai, the ecological Yangtze River Delta and the construction of Lingang New Area of Shanghai Pilot Free Trade Zone to achieve win-win cooperation and development.
At the signing ceremony, SPIC also signed a strategic cooperation framework agreement with Shanghai Electric Group.
