On the morning of August 27th, Lu Ming, Chairman of Shanghai Municipal Commission of Economy and Informatization, attended the Summit Forum on Innovation and Development of East China UAV Base at 2019 World Artificial Intelligence Conference(WAIC). On behalf of Shanghai Municipal Commission of Economy and Informatization and Jinshan District People's Government, Mr. Lu signed the Strategic Agreement between Shanghai Municipal Commission of Economy and Informatization and Jinshan District People's Government to Jointly Promote the Development of the UAV Industry and gave a brief description of the agreement. At the meeting, Zhang Quanquan, Deputy Governor of Jinshan District, on behalf of Jinshan District People's Government, interpreted the "Policies on Promoting the Development of the Unmanned Aerial Vehicle Industry at Jinshan District". A total of 18 policies have been issued to set up a special fund of RMB500 million to promote the rapid development of the UAV industry in terms of financial support, talent introduction and industrial ecology, striving to form a RMB10 billion industrial scale in three years to build a world-class "Sky City".
Mr. Lu interpreted the agreement from the content and mechanism of cooperation. On the content of cooperation, the first is to jointly strive for the State Civil Aviation Administration to use Jinshan as the starting area of the "Sky Plan"; second, regard "Sky City" as the core bearing area of Shanghai’s UAV industry, and compile it into "Shanghai’s Industrial Map";third, strive for the National Airworthiness Certification Center for medium and large UAVs, and give priority to the establishment of major platforms like air traffic control, inspection and testing in Jinshan; fourth, the two parties jointly promote the planning and construction of the world's first special airport for UAVs, and actively seek the support of the national civil aviation administration, plan the layout of regional and national UAV routes, and open up pilot fields for airspace reform and low-altitude intelligent transportation; and fifth, build various supporting systems for the development of the UAV industry. On the cooperative mechanism, the first is to form a cooperative working mechanism. It is important for Shanghai Municipal Commission of Economy and Informatization, Jinshan District, and the central ministries to set up a work promotion team in Shanghai and form a multi-sectoral cooperative service guarantee system; second, strengthen the guarantee of policy planning. The Commission will work out the development plan of Shanghai UAV industry, and Jinshan District will issue specific supporting policies to promote the development of UAV; and third, the two parties cooperate in attracting investment and set up special classes for attracting investment in UAV.
Six units contracted to settle at Jinshan District during the forum. Relevant enterprises and institutions were present, including CAAC East China Regional Administration, the Shanghai Science and Technology Committee (STCSM), Shanghai Municipal Transportation Commission, the Third Research Institute of the Ministry of Public Security, China National Fire-Fighting Equipment Quality Supervision Testing Center, UAV Research Institute of Nanjing University of Aeronautics and Astronautics, Aircraft Owners and Pilots Association Of China(AOPA), Shenzhen UAV Industry Association, Shanghai Society of Aeronautics and Shanghai General Aviation.
