On the morning of July 3rd, the first plenary meeting of the Leading Group of Shanghai Industrial Park and Structural Adjustment was held. Wu Qing, Vice Mayor, was present and made a speech. The meeting was presided over by Chen Mingbo, Deputy Secretary-General of Municipal Government. Wu Jincheng, Chairman of Shanghai Municipal Commission of Economy and Informatization, and Lu Ming, Vice Chairman, were also present.
Mr. Wu affirmed the achievements made in the development of industrial parks and industrial restructuring in Shanghai since 2018.Since last year, the whole city has made great efforts to promote the quality and efficiency of the industrial park economy, and successfully completed the objectives of industrial park development and structural adjustment. Mr. Wu stressed that for the new opportunities and challenges, it is important for Shanghai to innovate, cooperate and implement vigorously, overcome difficulties in cluster cultivation, cage replacement as well as high-quality construction. First of all, it is important to take the parks as the main position and coordinate the high-quality development of the industry. Second, it is advisable to strengthen the efficient use of resources and strive to enhance economic density. Third, it is necessary to focus on innovative breakthroughs and accelerate progress to modern industrial parks.
On behalf of the Office of the Leading Group of Industrial Parks and Structural Adjustment, Mr. Lu reported on the progress of industrial parks and structural adjustment in the city since 2018 and gave a briefing on the key work arrangements for the next stage.First, it is important to adhere to the principles of consolidation and stability, make greater efforts to promote the overall development of industry, strengthen the guidance of industrial strategy and promote the construction of major projects. Second, it is wise to take more practical measures to increase economic density, carry out resource utilization efficiency evaluation, improve the "5 + X" regional promotion mechanism, and replace inefficient parks with better ones. Third, it is necessary to adhere to consolidation and upgrading, implement industrial restructuring at a higher standard, ensure smooth progress of the task of reducing pressure and eliminating waste, and carry out various special tasks of adjustment in depth. Fourth, it is important to adhere to "end-to-end management", tighten up the list of inefficient land and start disposal work, and cooperate with innovative resources to revitalize utilization policies. Last but not least, it is a must to adhere to the development of featured brands, build industrial parks with higher quality, strengthen the cultivation of the main body of industrial park development, and build specialized parks around key industrial clusters.

The units from Shanghai Planning and Resources Bureau, Shanghai Bureau of Ecological Environment, and Lingang Group participated. Comrades from relevant units of the municipal government and key development zones were also present.
