On the afternoon of July 2nd, Shanghai Artificial Intelligence Industry Security Expert Advisory Committee was established. Chen Mingbo, Deputy Secretary-General of Shanghai Municipal Government, was present and made a speech. The meeting was presided over by Wu Jincheng, Chairman of Shanghai Municipal Commission of Economy and Informatization. Relevant leaders were present, including He Jifeng, Director of the Committee and Academician of the Chinese Academy of Sciences (CAS), Jiang Changjun, Deputy Director of the Committee and President of Donghua University, Shi Weidong, Full-time Vice-President of Shanghai Law Society, and comrades from the Office of the Central Cyberspace Affairs Commission, Shanghai Municipal Development & Reform Commission, as well as the Science and Technology Commission of Shanghai Municipality. The "Initiative for Artificial Intelligence Security Development in Shanghai" was issued at the meeting. It also launched the collection of practice cases and excellent papers on AI Industry Security Innovation from all over the world.
Shanghai Artificial Intelligence Industry Security Expert Advisory Committee was established on the basis of Shanghai Artificial Intelligence Strategic Advisory Expert Committee, aiming at the frontier of international AI industry development, serving the orientation and needs of Shanghai's development, building an expert collaboration network, and promoting the healthy development of the AI industry. The Committee is composed of experts from universities, research institutes and enterprises. He Jifeng, Academician of the Chinese Academy of Sciences, serves as Director. The Secretariat is located at Shanghai Cyber Network Security Industry Innovation Research Institute, which undertakes related daily operations.
Mr. Chen pointed out that the establishment of the Committee bases on the advantages of scientific and technological innovation, rich scenes and talents in Shanghai. The Committee aims to fulfill the mission entrusted to Shanghai by the state and the requirements of the CPC Municipal Committee and the Municipal Government. Relying on this platform, it is quite important to closely follow the national strategy, Shanghai’s positioning and regional needs, focus on medium and long-term strategic planning, major project evaluation, security practices in key application areas, as well as research on frontier topics, and work together to explore a more inclusive and open model and roadmap of security development for Shanghai.
Around the theme of promoting the AI industry security development in Shanghai, the experts at the meeting exchanged opinions and suggestions in terms of legal support system, innovation of safeguard mechanism, regulation of key areas, R&D of key technologies, and participation in international cooperation.
At present, it has become a consensus at home and abroad to strengthen strategic and forward-looking research and deployment of security risks arising from AI and gradually establish corresponding laws, regulations, ethical norms and policy systems. China is an important player of AI security governance in the world. Shanghai is accelerating the construction of an AI highland. The "Initiative for Artificial Intelligence Security Development in Shanghai" issued at this meeting is not only the first initiative document issued after the establishment of the Security Committee, but also the declaration issued by Shanghai to the whole country and the world. On the basis of fully absorbing the consensus of AI security at home and abroad, the initiative starts from meeting the challenge of AI security and protecting the future of human beings in the era of intelligence. It includes eight major objectives: facing the future, people-oriented, clear responsibilities, privacy protection, fair algorithm, transparent supervision, peaceful use and open cooperation.
At the meeting, He Jifeng, Director of the Committee, announced the launch of the Collection of Practice Cases and Excellent Papers on World Artificial Intelligence Industry Security Innovation in 2019, which calls for cases and papers on AI Industry Security from worldwide enterprises, universities, research institutes and international organizations. The results of the collection will be announced during 2019 World Artificial Intelligence Conference.
