On the afternoon of April 9th, MIIT convened the National Teleconference on the Work of Small and Medium-sized Enterprises. Wang Jiangping, Vice-Minister of the Party Group of MIIT, was present and made a speech. Ma Xianghui, Director of SME Bureau of MIIT, presided over the conference.
Mr. Wang interpreted the "Guiding Opinions on Promoting the Healthy Development of Small and Medium-sized Enterprises". He asked all local governments to understand and grasp the spirit of the guiding opinions, correctly understand the current situation facing by small and medium-sized enterprises, and make every effort to promote the smooth and healthy development of these enterprises. Representatives from Shanghai, Sichuan, Shanxi and Qingdao made speeches.
Rong Zhiqin, Vice Chairman of Shanghai Municipal Commission of Economy and Informatization, reported on behalf of Shanghai Municipality on Shanghai's exploration and practice in implementing "the Law on Promotion of Small and Medium-sized Enterprises" and building " Urban Service Cloud for Enterprises". Shanghai has set up a joint meeting system for enterprises in the whole city. Its members include 33 municipal departments and 16 District governments. The system aims to build "Shanghai Service Cloud for Enterprises" for all-scale, all-ownership and life-cycle enterprises, as an important part of the "one-network-operated" enterprise services in the city, to provide full coverage services. Now there are 434,000 registered users on the platform, with 5.21 million visits and 430 service stores. The platform offers 5105 service products, has completed 49,000 services and 1708 enterprise appeals, and released 1966 enterprise policies.
In order to implement the spirit of the national Teleconference, Mr. Rong immediately convened a city-wide working conference on small and medium-sized enterprises, and put forward three opinions on the implementation of Document No. 24 of the Central Government: first, it is important to take the opportunity of implementing the national guidelines for promoting the healthy development of small and medium-sized enterprises, and work out the implementation opinions; Second, it is wise to take "Shanghai Service Cloud for Enterprises" as the carrier, do a good job of iteration and function upgrading, integrate government services and professional services, and create a new service highland for small and medium-sized enterprises in Shanghai; Third, it is advisable to implement the 27 main lines of private economy, further create a good external environment, and promote the development of small and medium-sized enterprises.
