Guiding SMEs to take the way of "Segmentation, Refinement, Specialization and Innovation" is an important measure to promote them to achieve high-quality development.
As early as 2010, Shanghai took the lead in launching the "Specialized and New" SME Cultivation Initiative. The city regularly carries out enterprise selection reviews, organizes trainings of leading and professional talents, carries events of quality improvement, market expansion and brand building, and cultivates a large number of SMEs focusing on market segmentation, strong innovation ability and core technologies.
According to statistics, in 2018, more than 50% of newly listed enterprises in China came from the Initiative and these enterprises have become the best representatives of the development of SMEs in Shanghai.
These enterprises have the following characteristics: First, strong comprehensive strength. The average sales of these enterprises were more than RMB190 million and the average profit was more than RMB15 million. The growth rate of output value, income and profit in 2017 was 3.9%, 5.5% and 1.9% higher than that of the whole city, respectively. Second, the enterprises have strong innovation ability. 227 enterprises have set up national and municipal technology centers or academician workstations; 515 enterprises have invested no less than 10% of revenue in R&D; and 117 enterprises have won the titles of Well-known Trademarks in China and Famous Trademarks in Shanghai. A number of leading enterprises have emerged.
Recently, the list of 706 "Specialized and New" enterprises of Shanghai in 2018 has been officially released. After the release of this list, the number of "specialized and new" enterprises in Shanghai has reached 2103.In terms of development quality, the sales revenue of 2017 was totaled 130.3 billion yuan, with average household income of RMB185 million, total profit of RMB16.5 billion and average income of RMB23.37 million. The profitability of enterprises increased significantly compared with last year's listed enterprises. In terms of industry distribution, 706 enterprises were all from the real economy and concentrated on advanced manufacturing and modern service industries, 213 was in intelligent manufacturing, precision manufacturing and equipment manufacturing, 219 were in software and information services, 73 were in new materials, 92 were in professional services such as literary creation, design, scientific research and education, and 43 were in biomedicine. In terms of innovation ability, the cumulative R&D investment in 2017 was RMB8.38 billion, accounting for 6.4% of sales revenue, and the R&D intensity was further enhanced. Among them, 87% of enterprises' R&D investment reached or exceeded 3% and 78.5% of enterprises' R&D investment reached or exceeded 5%.In terms of new industries, the city combined the selection of "Specialized and New" enterprises with the cultivation of high-growth technology-based enterprises. What's more, the city focused on enterprise financing, valuation information, and absorbed the "unicorns" in the fields of artificial intelligence, consumer electronics, biomedicine and Internet.
For the next step, the city will focus on the strategic deployment of the Municipal Committee and the Municipal Government to promote the development of private SMEs and do a good job in cultivating "Specialized and New" enterprises. What's more, the city will also improve the enterprise cultivation system, and form a richer team of key enterprises and a more perfect enterprise cultivation system. Aiming at the problems of weak R&D institutions and lagging brand cultivation, the city will support enterprises to enhance their innovation ability and brand influence. On the other hand, the city will also give full play to the role of "Shanghai Enterprise Service Cloud” and continue to do a good job in leading personnel and professional training.
