The Seminar on Energy Conservation Supervision of Four Municipalities was held in Shanghai. Zhang Jianming, Vice Chairman of Shanghai Municipal Commission of Economy and Informatization, was present and made speech.
Mr. Zhang pointed out that the energy conservation supervision work should be carried out orderly in accordance with the established dual-control targets of the "13th Five-Year Plan" issued by the Central Committee and the city. It is important to take into account the overall situation, follow the reform and carry out the work and policies. It is also necessary to look at the whole country, be inclusive, carry out all-round exchanges and cooperation, and be good at learning the successful experience of different municipalities. What's more, it is wise to give full play to the functions of supervision, inspection, monitoring and regulation in energy conservation and emission reduction, contributing to the transformation and upgrading of industries as well as green development in Shanghai and the whole country.
The meeting analyzed the current situation of energy and the work of energy conservation supervision. The principal leaders of the energy-saving supervision organizations in the four municipalities introduced their experience in energy-saving supervision and agreed that the energy-saving supervision system and mechanism of the four municipalities are similar. There are lessons which can replicate, and some bottleneck problems to be solved. It is necessary to strengthen communication, enhance cooperation, provide experience, learn from success, make up for the weaknesses, summarize useful experience, and constantly improve service level and work quality.
