Xu Yisong, Director of Shanghai Urban Planning and Land Resource Administration, introduced the "Opinions on comprehensively promoting high quality utilization of land resources". Wu Jincheng, Vice Chairman of Shanghai Municipal Commission of Economy and Informatization, Cen Fukang, Deputy Director of Shanghai Urban planning and land resource administration, and Qiu Wenjin, Deputy Inspector of the Municipal Development and Reform Commission, attended the conference and answered the questions from reporters.
Since the Fourth Plenary Session of the Eleventh Municipal Committee of the CPC, Secretary Li Qiang has stressed on many occasions that Shanghai should "play a leading role in production, efficiency, energy consumption and environment", which has become a clear direction for a new round of economic development.On 2018 November 12th, the municipal government issued the "Opinions on promoting efficient allocation of resources and high quality industries in the city", referred to as "Double High Opinions".There are seven parts and 20 specific measures put forward in the Opinions.

Because of the tight resource and environment constraints, Shanghai's industrial economy must focus on improving the efficiency of factor resource allocation and speeding up the cracking of unfavorable incentive, restraint mechanism and the unsmooth transformation mechanism between new and old kinetic energy, so as to realize the goal of "develop from stock to quality".
Shanghai identifies new directions in three aspects. First, through planning guidance and standard guidance, optimize the industrial strategic direction and project standards, clarify the basic connotation and requirements of high-quality industrial development. Second, use the "3 + 5 + X" key areas to take the lead in demonstration, use the independent transformation and upgrading of sporadic industrial land, and clarify the promotion route of efficient allocation of resources. Third, establish evaluation criteria for resource utilization efficiency, as well as differential guidance of land and finance. What's more, it is a must to clarify the policy support system, promote factor resources to focus on the real economy, and further optimize the business environment of Shanghai.

In order to build a new industrial system with modern service, strategic emerging industries and advanced manufacturing industries, Shanghai must coordinate and optimize the industrial positioning and spatial layout of the whole city as an important support to promote high-quality economic development.On November 7th, Shanghai officially released itsindustrial map. According to the overall deployment of "four brands", the map covers the whole industrial chain of 123, focuses on 16 districts, 67 key regions and 27 key industries. 101 industrial maps were compiled in all.
It is important to focus on the national strategic needs, strengthen the frontier science and technology as well as core industry layout, strive to break through the bottlenecks, and accelerate industrialization. For example, in the new generation of information technology, civil aviation, biomedicine and other strategic areas, it is advisable to strengthen the layout, and participate in global economic cooperation and competitionon behalf of the country.What's more, it is necessary to relyon the industrial map to promote leading industries in all districts and key regions, which will promote better advantages, bring more special features and stronger strengths, and improve the concentration of Shanghai's industries.
