On the morning of November 13th, CPC Shanghai Municipal Working Committee of Economy and Informatization convened the Party committee (enlarged) meeting to convey the command of studying and implementing the spirit of the mobilization meeting for institutional reform. Lu Xiaochun, Secretary of CPC Shanghai Municipal Working Committee of Economy and Informatization, and Chen Mingbo, Chairman of Shanghai Municipal Commission of Economy and Informatization were present.
Mr. Lu conveyed the spirit of institutional reform work, and put forward four points: First, improve political standing. It is important to fully understand the great significance of institutional reform, firmly implement the decision and deployment of the Municipal Committee, organize well the institutional reform, consciously obey the organizational arrangements and accept the test. Second, maintain stability and continuity of the work. It is necessary for the cadres to do the political work well. The Party groups of the CPC Committee should take the lead in implementing the requirements from the Municipal Committee, reach the goal of "one position with two responsibilities", take charge of the business and ensure the work stability during the reform period.Third, it is a must to strictly observe work discipline, political discipline, organizational discipline, personnel and financial discipline as well as confidentiality discipline. What's more, it is necessary to manage funds and assets of units according to law and regulations. Fourth, do the job well. It is advisable to establisha special class for the two commissions led by the Party and the government, which will be responsible for the organization and implementation of the reform, the transfer of personnel, and the drafting of the "three definitions" provisions. Last but not least, it is necessary to do a good job in the process of institutional reform in accordance with regulations.
