From "enterprises looking for policies" to "policies looking for enterprises"! - Shanghai Municipal Commission of Economy and Informatization launched "instant enjoyment with application" to reward upgraded enterprises in Shanghai
Recently, the List of Special Rewards for Sizing Up and Improving Quality of Industrial Enterprises in Shanghai has been announced. This policy is a measure of innovating the linkage of authorities and the joint working mechanism of city and districts. For the first time, the method of "instant enjoyment without application" is adopted: that is, once the industrial authorities at the municipal and district levels confirm the list of enterprises that meet the rewards through information sharing and data comparison, enterprises only need to fill in their bank account information online to complete the process. This method requires enterprises neither to provide any application materials nor run to declare, which realizes the transformation from "enterprises looking for policies" to "policies looking for enterprises", and effectively improves the policy fulfillment rate and direct access rate.
In October 2023, Shanghai Municipal Commission of Economy and Informatization jointly issued the "Three-Year Action Plan for Sizing Up and Improving Quality of Industrial Enterprises in Shanghai (2023-2025)" (hereinafter referred to as the "Plan") with Shanghai Municipal Finance Bureau and other authorities. Enterprises that have achieved remarkable results in sizing up and improving quality in Shanghai will be rewarded, and RMB500,000 will be rewarded for new industrial enterprises that will enter the statistics system in 2023; a reward of RMB200,000 will be given to enterprises upgraded to the designated size in 2022 with an output value increase of 10% or higher, yet below 30% in 2023; and a reward of RMB400,000 will be given to enterprises with an output value increase of 30% or higher.
The Plan will come into effect on the date of promulgation. Shanghai Municipal Commission of Economy and Informatization planned that it would take about 3 years to guide 1,000 industrial enterprises below the designated size in Shanghai to size up, clarify the responsibilities of enterprise cultivation in each district, and strengthen the assurance of financing, energy use and land use through the establishment of a database of cultivated enterprises to accelerate their growth, and strive to achieve a total of more than 10,000 industrial enterprises above the designated size in Shanghai by 2025.
Since the implementation of the policy, the municipality and districts have actively carried out policy publicity and implementation, established a potential enterprise discovery mechanism, and worked on a full-coverage survey of market entities below the designated size in industrial parks, commercial buildings, and investment projects, forming a database of more than 1,000 cultivated enterprises. A system of ledgers and service specialists has been established to relieve difficulties for enterprises by category, and to drive the upgraded enterprises to a higher level. Minhang, Qingpu and other districts have actively formulated supporting policies to facilitate upgraded enterprises.
At present, the List of Special Rewards for Sizing Up and Improving Quality of Industrial Enterprises in Shanghai in 2023 has been finalized. A total of 241 enterprises have been rewarded, contributing more than RMB54 billion in 2023, pulling up Shanghai's industry output by 0.6%. Among them, 32 enterprises have been newly included in the statistics system, a record high in history, and Fengxian District, Pudong New Area, and Jinshan District have achieved remarkable results. There are 209 upgraded enterprises with a growth rate of more than 10%, 124 enterprises with a growth rate of more than 30%, and high-speed growth enterprises account for 60%. Songjiang District, Fengxian District, and Jinshan District have the most enterprises that meet the reward standards. Under the incentives and guidance of the policy, the number of enterprises sizing up in 2023 increased significantly. There were more than 650 new upgraded enterprises in Shanghai, an increase of around 150 compared with 2022.
