1. Promote the development of intelligent networked automobile industry and gather in Lingang to release super application scenarios
Yesterday, the first Shanghai Forum on Innovation and Development of Intelligent Networked Vehicles opened in Lingang Center. At the event, Lingang New Area focused on people's livelihood and industry pain points, released 10 super scenarios of "Pathfinder", and introduced the first batch of five scenarios of "easy car", "free ride", "box combined transport", "sparse passenger flow" and "big data" to the society.
Since June 8th, 2023, "Overall Construction Plan of Intelligent Networked Automobile Innovation Leading Zone in Lingang New Area" was released, Lingang New Area has formed "Three-year Action Plan for the Development of Intelligent Networked Automobile Innovation Leading Zone in Lingang New Area", "Several Policies for Promoting the Development of Intelligent Networked Vehicles in Lingang New Area of China (Shanghai) Pilot Free Trade Zone", "Application and Daily Operation Guidelines for Innovative Application of Intelligent Networked Vehicles without Drivers in Lingang New Area (Trial)" and other policies. In terms of building a standard system, standardized guidance documents such as unmanned driving and smart roads with the characteristics of new districts have been formed. At the project construction level, it drives the construction of 86 kilometers of vehicle-road collaborative roads and the construction of cloud control platforms, and creates a small program of "Lingang Travel" to achieve more efficient and convenient public transportation services. At the application scenario level, normal demonstration application scenarios such as unmanned heavy trucks, unmanned buses, unmanned rentals and unmanned operations have been formed.
2. The scale of Shanghai's intelligent manufacturing equipment industry has exceeded 100 billion yuan. This year, 70 new municipal-level smart factories will be built to achieve demonstration and benchmarking ratios of over 70%
The reporter learned from the promotion meeting of smart factory construction in Shanghai held yesterday that as an important part of new industrialization, intelligent manufacturing has been continuously promoted in Shanghai for many years, and its indicators are ahead of the whole country. ShIndustry dynamics of January 2024anghai has cultivated 3 national benchmark smart factories and 19 national demonstration smart factories, and 111 scenarios from 60 units in Shanghai have been selected as excellent scenarios of national intelligent manufacturing. Among the built smart factories in Shanghai, the production efficiency has increased by 50% on average, the operating cost has decreased by 30% on average, and the energy consumption per unit added value has decreased by 13.8%.
Statistics shows that Shanghai is becoming the largest exporter of intelligent manufacturing system integration solutions and the largest cluster of intelligent manufacturing core equipment industry in China. The total output of intelligent manufacturing system integration industry has exceeded 60 billion yuan, and the scale of intelligent manufacturing equipment industry has exceeded 100 billion yuan. Intelligent manufacturing, a "new productivity", has given birth to "integration + hardware" double billion enterprises such as Shanghai Electric Automation Group.
It is reported that Shanghai’s smart factories were built early and promoted in depth. For example, Yanfeng Jinqiao Intelligent Manufacturing Factory provides major automotive interior products including cockpit modules and dashboard assemblies for SAIC-GM, GM in North Americas and Tesla, and started digital transformation as early as 2017. We are exploring customized "special frequency and private network intelligent factories" and further exploring new scenarios such as intelligent quality detection system, intelligent management and control of key equipment, energy management of decentralized equipment, flexible configurable manufacturing mode and high-precision positioning of mobile materials.
3. Shanghai's five major innovative measures cracked the critical points in city renewal and launched the "Blueprint for Renewal Planning", highlighting the "General Regulations Leading a Main Line", ensuring "Good Resources Coordinating a Game of Chess" and going through "Innovation and Running through a Road"

The exploration of city renewal in Shanghai began nearly ten years ago. In 2015, the Measures for the Implementation of City Renewal in Shanghai created the path of independent renewal of stocks. In the following years, Shanghai continued to introduce optimization policies and constantly explored the "optimal solution" of top-level design.
In view of the city renewal characteristics of Shanghai as a megacity, this innovative "blueprint for renewal planning" has three important components: First, it highlights that "the general regulations lead a main line"; second, to make a good "resource coordination game of chess"; and third, to take the "innovation through a road".
Pilot the "Three Professionals" Joint Creation Mechanism
Since last year, Shanghai has explored a new mechanism for city renewal. There are 10 renewal units in the city to pilot the "three professionals" joint creation mechanism of responsible planners, responsible architects and responsible appraisers.
The "three professionals" joint creation mechanism is one of the five innovative measures of Shanghai’s planning resource system around the whole life cycle and solving difficulties.
Experiment the "City Renewal Unit"
In the new round of city renewal action, the new concept "city renewal unit" has attracted attention. City renewal unit refers to the scope of renewal and overall planning according to the needs of land spatial planning and resource overall planning, aiming at the regional renewal in the renewal regulations and the key renewal tasks such as “renovation of old districts, complete sets of old houses and renovation of "villages in city" currently promoted, implementing the sustainability model of city renewal.
