 1.The operating mileage of Shanghai Metro continues to lead the world, and the eight key indicators of operational performance have entered Top 6 in the world

 

In the past decade, the operating mileage of Shanghai Metro has continuously led the world, from 567 km in 2013 to 831 km today, and the passenger flow has reached tens of millions. At the end of the "13th Five-Year Plan", eight key indicators of operational performance in four aspects, such as network operation reliability, service level, operation scale and operation efficiency, entered Top 6 in the world.

 

On last December 31st, the entire network of Shanghai Metro broke through the 800 km mark and jumped to 831 km, with a total of 20 rail transit lines, 508 stations and 83 transfer stations. The network scale has continuously led the world since 2013. Today, the network of 508 stations on 20 lines can cover most areas of Shanghai, connect with important transportation hubs, five new towns, Lingang New Area, Great Hongqiao and other strategic places, and directly reach Jiangsu Province and radiate the Yangtze River Delta. Among them, 12 lines cross the Huangpu River 13 times, which facilitates the passage of citizens and passengers on both sides of Huangpu River and helps Pudong to develop and open up at a high level.

 

Tapping potential and increasing energy are also in progress. Statistics shows that in 2013, only two central urban lines had a minimum driving interval of less than 2 minutes and 30 seconds. Today, the number has increased to 12. Among them, the minimum driving interval of four lines is less than 2 minutes, the fastest running interval of 110 seconds has been achieved on Line 9, and Line 10 are moving towards 100 seconds.

 

2.Shanghai has accelerated the construction of a new industrial system. The total industrial output has exceeded RMB4 trillion, and the industrial added value has remained the first in nationwide cities

 

In the past ten years, Shanghai has focused on the high-quality development of manufacturing industry and accelerated the construction of a new industrial system. The industrial added value of Shanghai has increased from RMB723.1 billion in 2011 to RMB1,073.9 billion in 2021, maintaining the first place in nationwide cities. The total industrial output increased from RMB3,383.4 billion to RMB4,201.4 billion, breaking through the RMB4 trillion, and the comprehensive strength reached a new level.

 

The main achievements of Shanghai in promoting the high-quality development of industrial economy are shown in the following four aspects.

 

First of all, the construction of a new industrial system has taken a new step. The scale of the three leading industries of integrated circuits, biomedicine and artificial intelligence has doubled, with a total scale of RMB1.27 trillion in 2021. In 2021, the total industrial output of six key industries, such as electronic information, life and health, automobiles, high-end equipment, advanced materials and fashion consumer goods, exceeded RMB2.87 trillion.

 

Second, innovation drives industrial development and builds new advantages. It has formed an enterprise technology center system of 95 at the national level, 713 at the municipal level and more than 1,600 at the district level. In 2021, the manufacturing output of strategic emerging industries in Shanghai accounted for 40.6% of the total industrial output, becoming the main force for the high-quality development of the industrial economy. Quality and efficiency have been continuously improved. Shanghai's industrial labor productivity exceeds RMB400,000/person, and the total industrial output per unit land of industrial parks exceeds RMB8 billion/square kilometer, ranking the leading level in China. The unit land output of 53 characteristic industrial parks in three batches reaches RMB14.1 billion/square kilometer.

 

Third, digitalization empowers the transformation of industries and creates new kinetic energy. Shanghai's industrial digitalization has been accelerated. 60 smart factories and 5 lighthouse factories have been built. Two enterprises have been awarded national intelligent manufacturing benchmark enterprises. The robot density in Shanghai is 260 units/10, 000 people, which is more than twice the international average. Digital industrialization is booming, and 30 new-generation Internet leading enterprises and 7 billion-level e-commerce platforms have been formed.

 

And fourth, optimize and improve factor guarantee to stimulate new vitality. Shanghai pioneered the release of industrial maps in China. In the past five years, the city has built more than 30 projects above RMB10 billion and more than 250 projects above RMB1 billion. The enterprise echelon has accelerated its growth, with 5 manufacturing enterprises entering the world's top 500, cultivating 26 national manufacturing individual champions, 262 national "specialized and special" small giants, and 4,942 municipal "specialized and special" enterprises. Enterprise services have been continuously improved, and Shanghai has ranked first in the national environmental assessment for the development of SMEs for two consecutive years.

 

 

3.The first provincial local regulations in the field of artificial intelligence were voted through in Shanghai!

 

On the morning of September 22nd, the 44th meeting of the Standing Committee of the 15th Shanghai Municipal People's Congress voted and passed the “Regulations of Shanghai Municipality on Promoting the Development of Artificial Intelligence Industry”. The Regulations came into effect on October 1st, which is the first provincial local regulations in the field of artificial intelligence.

 

Statistics shows that the scale of Shanghai's artificial intelligence industry has continued to grow in recent years. In 2021, the output of artificial intelligence enterprises above designated size was RMB305.68 billion, a year-on-year increase of 17.2% and 2.28 times that of 2018. The value dividend of artificial intelligence empowering all industries is accelerating.

 

Yan Rui, Director of the Legal Affairs Committee of the Standing Committee of Shanghai Municipal People's Congress, said that this legislation is based on the basic orientation of the promotion law, pays attention to innovation and leading, gives full play to the role of effective market and promising government, and adopts various incentive measures to drive the high-quality development of artificial intelligence industry. This is also the second local regulation in the field of digital economy in Shanghai after “Shanghai Data Regulations”, which will strongly support the comprehensive digital transformation of the city and help build an internationally influential artificial intelligence "Shanghai Highland".
