1. Contracts were signed at Lingang’s "Oriental Core Port" collectively
On March 1st, Shanghai Free Trade Zone Lingang New Area held a centralized signing event for the "Oriental Core Port" integrated circuit project. 22 high-energy and technology-leading projects were signed centrally, covering the whole chain of high-end chip design, key equipment materials, advanced packaging and testing, involving a total investment of RMB23.3 billion.
Zhu Zhisong, Member of the Standing Committee of CPC Municipal Committee, Secretary of the Party Working Committee and Director of the Management Committee of Lingang New Area, attended the event.
2.The driving force of Hongqiao International Open Hub has been significantly improved - The output of "one core and two belts" over 7,000 square kilometers has reached RMB2.58 trillion
In February 2021, the “Overall Plan for the Construction of Hongqiao International Open Hub” was approved by the State Council and issued by the National Development and Reform Commission. The reporter learned from relevant authorities yesterday that in 2021, the output of "one core and two belts" at Hongqiao International Open Hub over 7,000 square kilometers reached RMB2.58 trillion, contributing nearly 10% of the total economic output of three provinces and one municipality with less than 2% of the area. 99 of 104 key tasks specified in the Master Plan have been landed, with a landing rate exceeding 95%. The driving force of Hongqiao International Open Hub construction have been significantly improved.
3.Shanghai will build the largest hydrogen filling center - After completion, the annual output will exceed 8,400 tons of hydrogen
On March 2nd, Shenneng Nengchuang Energy Development Co., Ltd. under Shenneng Group, Liquefied Air China and Shanghai Chemical Industry Park Investment Industry Co., Ltd. signed an investment agreement in Shanghai. A tripartite joint venture company will be set up in Shanghai Chemical Industry Zone to build the largest hydrogen filling center in Shanghai and accelerate the deployment of hydrogen energy in Shanghai and Yangtze River Delta region.
It is reported that after the completion of the project, it will produce more than 8,400 tons of hydrogen per year, greatly reducing carbon emissions and air pollution, which is of great significance for promoting Shanghai's clean and low-carbon hydrogen energy industry and enhancing the city's energy level and core competitiveness.
4.The closed customs operation area of Yangshan Special Comprehensive Free Trade Zone Phase II has expanded to 22.36 square kilometers
Recently, Yangshan Special Comprehensive Free Trade Zone Phase II has successfully achieved closed customs operation. As a result, the closed customs operation area of Yangshan Special Comprehensive Free Trade Zone has expanded from 14.27 square kilometers in Phase I to 22.36 square kilometers in Phase I and Phase II in total.
Yangshan Special Comprehensive Free Trade Zone is the only special comprehensive free trade zone among 168 special customs supervision areas in China, and it is also the special customs supervision area with the highest degree of openness and the greatest reform in China at present. In 2021, the import and export value of Yangshan Special Comprehensive Free Trade Zone reached RMB129.49 billion, up 28% year-on-year, which was 12% higher than that of Shanghai.
In Yangshan Special Comprehensive Free Trade Zone Phase II, the southern area of Pudong Airport around the final assembly of China's large aircraft service, and Shanghai Aircraft Manufacturing Company, the final assembly manufacturing center of COMAC, have entered the Zone, resulting in the first supervision cases in China.

The 2022 edition of "Shanghai Policy List for Benefiting Enterprises" collects the current policies for benefiting enterprises of all commissions and bureaus in Shanghai, and selects, organizes and summarizes 291 policies for benefiting enterprises in nine major areas that enterprises are most concerned about, including entrepreneurship support, industrial development, scientific and technological innovation, transformation and upgrading, talent policy, financing support, market expansion, tax policy and development environment.
The 2022 edition of “Shanghai List of Public Services Involving Enterprises” collects 145 municipal public services (offerings) in the fields of entrepreneurial services, scientific and technological innovation, intellectual property rights, market expansion, human resources, investment and financing services, restructuring and listing, management consulting, legal services and business services.

6.The General Office of Shanghai Municipal Government issued "Several Policies and Measures for Shanghai to Fully Fight the COVID-19 Epidemic and Help Enterprises Promote Development"
In order to coordinate epidemic prevention and control and economic and social development, fully support related industries and enterprises to overcome difficulties, resume development, continuously optimize the business environment, strive to achieve maximum prevention and control effect at the lowest cost, and reduce the impact of the epidemic on economic and social development, recently, the General Office of Shanghai Municipal People's Government issued "Several Policies and Measures for Shanghai to Fully Fight the COVID-19 Epidemic and Help Enterprises Promote Development". The policies and measures highlight key industries and sectors, solve targeted problems, highlight the stability and order of key enterprises and industrial chain supply chains, and make overall plans for supporting coordination among various policies. It further expands, upgrades and innovates Shanghai’s policies, and introduces and implements the policies of helping enterprises in terms of tax refund and reduction, fee reduction, rent reduction and exemption, financial subsidies, financial support, and assistance to enterprises to stabilize their posts. It will help the challenges faced by enterprises and actively implement a number of convenience measures, including accurate notification, online processing and automatic subscription without application.
The implementation period of these policies and measures shall come into force on March 28th, 2022, and shall be valid until the end of 2022 (if the implementation period of specific policies and measures is specified, its provisions shall prevail).
Shanghai shall also comply with other applicable national policies and measures to support the development of enterprises.
