1.Helping enterprises to bail out and promoting financial institutions to launch new anti-epidemic measures (I)
In order to implement the requirements of Shanghai Municipal Government to fully fight against COVID-19 and help enterprises promote development, vigorously support SMEs to overcome the impact of the current outbreak and resume development, according to the relevant contents of the strategic cooperation agreement signed with Shanghai Branch of Agricultural Bank of China at the beginning of this year, under the guidance of Shanghai Municipal Commission of Economy and Informatization, Shanghai Branch of Agricultural Bank of China timely launched “Eighteen Measures on Implementing Epidemic Prevention and Control Requirements and Doing a Good Job in Financial Services”, providing greater financing services for SMEs on the basis of doing a good job in epidemic prevention and control. It mainly includes the following seven aspects: First, vigorously support epidemic prevention and control and people's livelihood security enterprises. Second, increase efforts to reduce fees and rates. Third, give preferential interest rate policies to inclusive loans. Fourth, increase the intensity of renewing loans without repayment of principal. Fifth, open up an express channel for financing services. Sixth, enrich online loan products. And seventh, vigorously simplify account opening process.
The SME Office of Shanghai Municipal Commission of Economy and Informatization will launch financial support measures such as "credit loan discount" as soon as possible in combination with the use of special funds for the development of SMEs in Shanghai, so as to effectively reduce the financing costs of SMEs, help SMEs resume production and operation as soon as possible, and drive steady economic growth.

In order to implement the decisions and arrangements of Shanghai Municipal Government, coordinate epidemic prevention and control and resume work and production, around opening up the "capital flow", with the support of Shanghai Municipal Commission of Economy and Informatization, Shanghai Branch of Industrial and Commercial Bank of China launched the action of "ICBC’s fight against COVID-19 " and "ICBC’s defending Shanghai", implemented the relevant requirements of "Several Policies and Measures for Shanghai to Fully Fight the Epidemic and Help Enterprises Promote Development" and "Notice of the People's Bank of China on Doing a Good Job in Financial Services for Epidemic Prevention and Control and Economic and Social Development", and launched 17 special financial supports for key enterprises to ensure their operation.
3.Shanghai launched a series of policy measures to steadily and orderly promote enterprises to resume work and production
Shanghai is the largest economic center in China and the leader of cooperation and exchange in the Yangtze River Delta region, and it is also an important node of domestic and international industrial supply chain. In order to promote some enterprises to resume production in an orderly manner on the premise of doing a good job in epidemic prevention and control, Shanghai recently issued the “Work Plan on Ensuring the Operation of Key Enterprises (Trial)”, determined the White List of the first batch of 666 key enterprises, and issued the “Guidelines for Epidemic Prevention and Control of Industrial Enterprises in Shanghai (First Edition)”.
4.Overcome the difficulties together and help foreign-funded enterprises in the industrial field to jointly support Shanghai’s fight against COVID-19
Facing the impact of sudden outbreak on the normal operation of enterprises, under the premise of serving the overall situation of epidemic prevention and control, the vast number of enterprises, including foreign-funded enterprises in the industrial field, pay great attention to the relevant policies of "resuming work and production" in Shanghai. Shanghai Enterprise Service Platform has received inquiries from relevant organizations, enterprises and foreign chambers of commerce about "resuming work and production". CPC Shanghai Municipal Committee and Shanghai Municipal Government attach great importance to the business difficulties caused by the epidemic, and strive to promote the orderly resumption of work and production of qualified enterprises on the premise of insisting on epidemic prevention and control. Regarding the common problems concerned by foreign-funded enterprises in the industrial field, Shanghai Municipal Commission of Economy and Informatization and other authorities have given corresponding policy solutions and service channels.
