1. Core technology research achievements have emerged 

From January to November, 2023, the new total output of strategic emerging industries above designated scale in Shanghai was 1,565.1 billion yuan. It is estimated that the new output of strategic emerging industries above designated scale in the whole year will account for about 44% of the total industrial output in the whole year, and a number of key research achievements will emerge. In the field of integrated circuits, the performance of domestic X86-CPU of Shanghai Zhaoxin has reached the level of intel i5, with accumulated shipments exceeding 3 million units, and the open source instruction set IP of Pingtouge has reached the international advanced level. In the field of biomedicine, four domestic Class 1 innovative drugs were added this year, ranking third in China. Nine Class III innovative medical devices were added, ranking second in China. In the field of artificial intelligence, the general humanoid robot GR-1 released by Fourier has a walking speed of 5km/h and a variety of athletic abilities. Shangtang Lingang Intelligent Computing Center has been officially put into operation, and its final power scale has reached 5000P, which is the largest in Asia. In the field of high-end equipment, ARJ21 aircraft carried more than 10 million passengers and delivered a total of 117 aircraft. The Yangtze River 1000 engine flight platform witnessed its first flight. The first domestic large-scale cruise ship "Adora Magic City" achieved its commercial maiden voyage. The first breakthrough was made in high-temperature gas-cooled nuclear island forgings, aviation turbine starters, Beidou No.3 terminal, LNG ship liquid cargo system equipment, liquid flow energy storage equipment, and hot film coupled seawater desalination equipment. Five-axis high-end CNC machine tools have achieved domestic breakthroughs in key indicators of large space and high precision in the aerospace field. In the field of basic materials, the domestic market share of domestic nano-thermal insulation materials has reached 70%, and the thousand-layer BOPET film technology has broken the foreign monopoly. In the field of basic software, high-end 3D CAD software products are compared with Solid Works of Dassault, filling the blank of domestic high-end CAD software.

2. Accelerate the layout of industries in the future

Relying on Lingang, Zhangjiang and Dalinghao Bay areas, we will drive the construction of the first batch of future industrial pilot areas, gather innovative elements, and promote the deep integration of innovation chain and industrial chain. Set up special committees in the fields of brain-computer interface, advanced nuclear energy, new energy storage and future industrial investment, and strengthen think tank research and industry exchanges. Facing the four key directions of metaverse, humanoid robot, brain-computer interface and general artificial intelligence, we will start the "taking the lead" in key industrial fields in the future, focus on innovative tasks such as core foundation, key products, public support and demonstration application, break through a number of landmark technology products, and accelerate the application of new technologies and products. The Future Industry Summit Forum was held, which published the White Paper on Shanghai's Future Industry Development.

3. The 2023 Industrial Technology Innovation Conference was successfully held

In order to thoroughly study and implement the spirit of the 20th National Congress of the Communist Party of China, open up new fields and new tracks for development, and constantly shape new kinetic energy and advantages for development, on March 25th, the Shanghai Industrial Technology Innovation Conference with the theme of "Building the Main Engine of Innovation and Seizing New Opportunities in the Future" was held, and the leaders of the Shanghai Municipal People’s Government and the Chinese Academy of Engineering attended the conference and delivered speeches. At the event, the awarding ceremony of National Technology Innovation Demonstration Enterprise, National Enterprise Technology Center and Shanghai Manufacturing Innovation Center was held, and the 2022 Shanghai Industrial Technology Innovation Development Report was released. Shanghai Municipal Commission of Economy and Informatization signed a special financial support program for innovative enterprises with banks, focusing on the deep integration of "government, industry, university and research funds", promoting resource integration, think tank empowerment, linkage from top to bottom, industry and finance coordination, and building a new ecology of win-win cooperation. By the end of 2023, the special financial support program had served 6,440 innovative enterprises and issued credit funds of 600.164 billion yuan.

4. The global "Future Industry Star" competition was held for the first time

The first global "Star of Future Industry" competition was held, focusing on cutting-edge science and technology and application innovation from an international perspective, promoting technological innovation and industrialization of achievements in future industrial fields in the mode of "Project + Talent", and providing project and talent support for Shanghai to build a future industrial innovation highland. The competition attracted 536 future industrial projects and outstanding talents at home and abroad, and achieved comprehensive coverage of 5 future industrial clusters and 16 major technical fields. The entries cover 8 countries including USA, UK, Germany, the Netherlands and Israel, as well as various innovative subjects in 14 provinces (municipalities and autonomous regions). After the preliminary competition, semi-finals and finals, awards including Future Industry Nuclear Explosion Award, Future Industry Super Power Award and Future Industry Storm Award were finally won.

5. 2023 Top 100 Hardcore Technology Enterprises in Shanghai was released

Hardcore technology is the cutting-edge technology in the field of high technology, which directly leads the development direction and form of high-tech industries, especially strategic emerging industries, and is also the direction of future industrial development. In order to better drive the high-quality development of Shanghai's industry, cultivate and strengthen hardcore technology enterprises, and lead the breakthrough of future industrial innovation, Shanghai Industrial Technology Innovation Promotion Association and others carried out research on the innovation index of hard-core technology enterprises and released the list of "Top 100 Hardcore Technology Enterprises Shanghai in 2023". The listed enterprises are concentrated in the "3+6" key industries, of which 59 belong to the three leading industries, and 52% of them are listed through the Main Board and STAR Board.

6. The Implementation Opinions of Shanghai Municipality on Attracting R&D Institutions of Agglomeration Enterprises to Promote R&D Industrialization was released

In order to implement the innovation-driven development strategy, attract and gather R&D institutions of enterprises with global influence, improve the industrialization level of R&D achievements, expand the economic scale of R&D industry, and cultivate new economic kinetic energy, the Implementation Opinions of Shanghai Municipality on Attracting R&D Institutions of Agglomerated Enterprises to Promote R&D Industrialization was issued. Through the implementation of five major contents and 16 specific tasks, we will promote the high-end, professional and cluster development of R&D industry, and drive the integration of R&D, transformation, manufacturing, service and settlement functions in Shanghai. By 2025, we will build 3-5 R&D industry clusters, add about 20 national and municipal common technology R&D platforms and inspection and testing platforms, strive to cultivate about 20 national and municipal manufacturing innovation centers, and build about 300 R&D institutions of substantive business enterprises with R&D and settlement functions. Therefore, Shanghai's R&D industrialization highland with global influence has been initially built.

7. Deepen the construction of high-quality innovation consortium

Zhong Zhihua, Academician and Vice President of Chinese Academy of Engineering, and Ning Guang, Academician of Chinese Academy of Engineering jointly unveiled the Medical Sub-center of Academician Expert Achievement Display and Transformation Center of Chinese Academy of Engineering, which built a platform for medical achievement display and transformation, met the technological innovation needs of enterprises, and promoted the integration of production and medicine in Yangtze River Delta. In-depth implementation of the joint innovation plan in key industries will promote China to rekindle the joint innovation center of intelligent power system technology and the joint innovation center of superalloy blade preparation technology with Shanghai Jiao Tong University and Shanghai University, facilitate the construction of the intellectual property industry-university-research operation consortium of China Aviation Development Corporation, jointly carry out key core technology research, explore new mechanisms for the transfer and transformation of patent achievements in the field of industry-university-research, and accelerate technological breakthroughs and industrial application. In the fields of industrial basic software and future materials, we will promote upstream and downstream enterprises in the industrial chain to form joint innovation bodies and carry out collaborative innovation in the industrial chain.

8. The number of newly added state-level enterprise technology centers ranks first in China

In accordance with the deployment requirements of implementing the innovation-driven development strategy and strengthening the leading function of high-end industries, Shanghai accelerates the cultivation and development of innovative enterprises and constantly improves the three-level innovation network of "national-city-district" enterprise technology centers. In 2023, 8 state-level enterprise technology centers will be added, ranking first in the country in number. At present, there are 107 state-level enterprise technology centers, 1,003 municipal-level enterprise technology centers and more than 2,000 district-level enterprise technology centers in Shanghai. More than 80% of listed enterprises in STAR Board and more than 80% of the top 100 manufacturing enterprises have established enterprise technology centers.

9. The program "Academicians Talk about the Future" was broadcast

Guided by the Chinese Academy of Engineering and sponsored by Shanghai Municipal Commission of Economy and Informationization, the program "Academicians Talk about the Future" was launched and released at the Shanghai Industrial Technology Innovation Conference, and was broadcast on the whole network of major media such as CBN from April 29th. Five academicians, including Ning Guang, Zhang Xu, Ding Wenjiang, Lu Jun and Zhu Meifang, were invited to focus on future health, future intelligence, future energy, future space and future materials to communicate with scientists and entrepreneurs, discuss the direction of innovation and development, talk about innovation achievements and the implementation path of R&D industrialization, stimulate the endogenous driving force for the construction of Shanghai Science and Technology Innovation Center, and help build a world-class industrial innovation highland.

10. Shanghai's "quality benchmarking" activities continued to advance

In order to thoroughly implement the decision-making arrangements of the CPC Central Committee, the State Council, CPC Shanghai Municipal Committee and Shanghai Municipal Government on accelerating the construction of a manufacturing power and a quality power and promoting high-quality development, and meet the requirements of the Ministry of Industry and Information Technology on building a quality benchmarking enterprise and improving the reliability level of the manufacturing industry, Shanghai Municipal Commission of Economy and Informatization organized the application and selection of "quality benchmarking" throughout the city. The advanced quality management experience of 30 enterprises from 13 districts including Pudong, Huangpu, Jing'an, Xuhui, Changning, Putuo, Hongkou, Yangpu, Baoshan, Minhang, Jiading, Songjiang and Fengxian was selected as the "quality benchmarks" in Shanghai, of which 5 were recommended to be selected as the national "quality benchmarks", and the cumulative number of national "quality benchmarks" reached 46 (times).
